on the solidarity of openness: the current and future state of higher education

In his 1979 review of EP Thompson’s Poverty of Theory, Alex Callinicos notes that

The commitment to the self-emancipation of the working class is married within it to the careful study of the laws of motion of capitalism and to the cold calculations of revolutionary strategy and tactics. This is the heritage of Marx and Lenin. It is no less morally powerful for being geared to the struggle for power which is the only road to human emancipation.

Callinicos connects the need for a critique of the inner workings of capitalism, in its structural and cultural forms, its disciplinary nature and its revelation of power, to the human desire for self-determination beyond the market. This is more than a moral or ethical focus. It is about discovering and realising the legitimacy of action beyond the value form. It is about recognising and acting on an identity of interests that may be different and opposed to those of others.

It is this focus on legitimacy of action and identity of interests that underpins consciousness as the first step to political emancipation, and as a cornerstone of Callinicos’s struggle for power, which Thompson highlighted in his definition of class in The Making of the English Working Class Thompson wrote:

Class happens when some men, as a result of common experiences (inherited or shared), feel and articulate the identity of their-interests as between themselves, and as against other men whose interests are different from (and usually opposed to) theirs. The class experience is largely determined by the productive relations into which men are born – or enter involuntarily. Class consciousness is the way in which these experiences are handled in cultural terms: embodied in traditions, value-systems, ideas and institutional forms. If the experience appears determined, class consciousness does not. We can see a logic in the responses of similar occupational groups undergoing similar experiences, but we cannot predicate any law.

Here Thompson begins to shape the interplay between cultural forms and relations of production, so that interests are formed as forces of production out of humanistic solidarities. Those cultural forms include educational norms that are preyed on and developed inside the structural realities of capitalism. One of Thompson’s great legacies is to remind us of the humanist nature of our shared experiences and the ways in which they enable solidarity beyond the value-form. However, he also reminds us that hegemonic interests are shaped against working class solidarities, so that we need to assess the ways in which dominant narratives are maintained. How is hegemony produced and re-produced, in order to maintain power? How are established traditions, value-systems, ideas and institutional forms recalibrated in order to conserve and sustain power and to discipline counterpoints of solidarity?

Stephen Ball picks this up in his work on the neoliberal networks that now dominate global education as a set of corporate forms. In his work on new philanthropy, or philanthropy 3.0, Ball argues that philanthrocapitalism sees ‘a move from palliative to developmental giving’, which restructures charity or giving in the name of capitalism. Here benefactors are consumers of social investment and philanthropy for educational ends is geared around entrepreneurialism. There is a clear need to see a business return on cultural or educational giving. Thus, there is an increasing use of commercial or enterprise models of practice as a new generic form underpinning what Ball calls ‘venture philanthropy, philanthropic portfolios, due diligence, entrepreneurial solutions and so on.’ Thus, he emphasises the subtitle to Bronfman and Soloman’s 2009 book, The Art of Giving, where ‘The soul meets a business plan.’ Here the strategies of private equity are used to leverage social enterprise.

Ball argues that philanthrocapitalists often seek silver bullet solutions to grand challenges, which in turn utilise business partnerships, to develop technical, generic or universally-applicable, and scalable solutions. The idea is that strategic giving that is problem-focused, interdisciplinary, time-limited and high impact will ‘extend leverage’ between the private and public sectors. On this point of grand challenges, Ball quotes Brooks, Leach, Lucas and Millstone who talk about the Bill and Melinda Gates Foundation who’s logic model for philanthropy links technical change, leverage and scale, to transfer business models to the social sector to maximise returns on investment through venture philanthropy and social enterprise. Here the end-point is to connect Thompson’s established traditions, value-systems, ideas and institutional forms through business-driven cultural change to the market. Ball (2011, p. 72) notes that:

Through CSR [corporate social responsibility] programmes, corporate foundations and individual philanthropic action, wealthy families and rich companies are beginning to ‘assume socio-moral duties that were heretofore assigned to civil society organizations, governmental entities and state agencies’ (Shamir, 2008, p. 9). These methods and commitments create new opportunities for those with money and purpose in what Horne (2002) calls the ‘parapolitical sphere’. That is, as Frumkin (2006, p.1) argues, ‘philanthropy allows private actors to vote in public ways’ or as Saltman (2010) puts it more directly, givers ‘vote with their dollars.’

It is against this view of class interests and philanthrocapitalism that one might view the latest re-working of the MOOC, as an ideological platform for the struggle for power. Billed as an open, online course on the Current/Future State of Higher Education, #CFHE12 starts by stating the relationships between economic competition, service-driven economic growth and the role of education. As a result it hints at the tensions that may result. The introduction then conflates democracy and democratic ideals into the struggle for what the University as entrepreneurial space both is and might be.

University leaders are struggling to make sense of how internationalization, the current economic conditions, and new technologies will impact their systems. Educators are uncertain of the impact of open educational resources, alternative accreditation models, de-professionalization of academic positions, and increased grant competitiveness. What is role of the academy in increasing national economic competitiveness while preserving the “vital combat for lucidity” that defines an open democratic society?

This is higher education described and re-produced for the sole purpose of economic growth; a higher education that risks being collapsed inside the logic of the neoliberal restructuring of society and the idea that public spaces should be vehicles for value-extraction. This is higher education as a site for profit, with the open, online course as a vehicle for cultural hegemony.

There are two references that are connected to this opening definition of the current/future states of higher education. The first is a policy piece from the Nelson Rockefeller Institute of Government that highlights how Ball’s analysis of philanthrocapitalism is connected to the economisation of culture, including education. It declares (p. 2):

Some of the characteristics shared by the most active institutions in the field can be identified now, however. They have the leadership to make economic revitalization a priority, the culture to mesh that objective with their academic mission, the legal flexibility to mix and match assets and brainpower with the private sector, and the resources to make it all work.

Here it is knowledge for entrepreneurial, service-driven innovation that is of critical importance in economic regeneration and renewal, and this is the point of higher education. As the policy piece continues (p. 20):

This points to an important distinction in the taxonomy of theeconomic development efforts of higher education. As the Organization for Economic Cooperation and Development pointed out in 2007, universities and systems really have two separate, though related, roles: “knowledge creation through research and technology transfer; [and] knowledge transfer through education and human resources development.”

Thus, an argument is scoped that seeks a silver bullet for the purpose of higher education. A need to redefine the space in which academics operate that is for the market. Thus (p. 54)

In the economy of the future, the businesses that will have staying power, and growth potential, will be those most dependent on knowledge — on research, new ideas, new technologies, new processes, upgraded skills for their workers.

Or, in the world of philanthropcapitalism, in order to maintain the increase in the rate of profit, the economy needs an education system that can provide technical fixes or technological solutions to knowledge-creation, which are generic and scalable. Thus, the second reference, Morin’s Seven complex Lessons in education for the future concurs that (p. 2) ‘We should teach strategic principles for dealing with chance, the unexpected and uncertain, and ways to modify these strategies in response to continuing acquisition of new information.’

The focus on uncertainty and the management of risk in decision-making makes the involvement of the Society for Learning Analytics Research in #CFHE12 natural. The use of data mining and algorithmic control as forms of cybernetic management of human autonomy stretches from High Frequency Trading on the markets to the surveillance and management of student learning outcomes. The focus is on performativity and the use of data to impose order and reduce risk, and to impose the discipline of the market on marginal innovations or innovation on the margins. The learning outcomes for #CFHE12 make this clear as they prescribe a space in which solutions for the future of higher education can be developed that are technical, generic and scalable.

In this engagement with the current and future states of higher education it then becomes important to note that participants are engaged inside an open, online course that might come to resemble a governance network for the restructuring of education as a neoliberal subjectivity. Thus, the course is scoped inside a space that is sponsored by the philanthrocapitalist Bill and Melinda Gates Foundation, the technology vendor Desire2Learn, the Technology-Enhanced Learning Research Institute at Athabasca University, and that is organised by a range of higher education providers, commentators and NGOs like The Chronicle of Higher Education and EDUCAUSE. In this one might ask whether it describes what Ball has called a transnational activist network acting for the market inside previously public spaces? As I note elsewhere, describing these new networks of hegemonic power inside higher education is necessary, in order:

to open-up an avenue of thinking about hegemony and hierarchy in higher education, and the possibilities for academic labour to utilise technology to critique responses to the current crisis of capitalism that is recalibrating the sector. In this project, it becomes important to highlight, as Stephen Ball and Jonathan Davies have, the importance of network analyses that focus upon the production, reproduction and contestation of power, and the processes through which alliances, like Ball’s neoliberal transnational activist networks, that emerge from shared ideologies and resource interdependencies further reinforce asymmetric power relations.

Ball sees transnational activist networks facilitated by networks of power and affinity that enable the re-production of ‘geographies of social relationships’ that are in the name of money, profit, choice and unregulated markets. These networks form shifting assemblages of activity and relationships that reinforce hegemonic power. Moreover, they are transnational activist networks consisting of academics and think tanks, policy-makers and administrators, finance capital and private equity funds, media corporations and publishers, philanthropists/hedge-funds interested in corporate social responsibility etc., which aim at regulating the state for enterprise and the market.

There are two points on which to conclude. The first is whether we might begin to critique the co-option and recalibration of allegedly open innovations like MOOCs, or of open education itself, as it is presented in the name of risk-management and the rate of profit by networks that act in the name of the market and marketised solutions? The second is whether we might ask, in the face of global crises related to commodity futures, climate change, resource shortages and austerity, if an analysis of the current and future state of higher education that is predicated on entrepreneurial zeal and the argument that the market provides the only logic for solutions, is really valid?

In developing answers to these questions and in critiquing the educational forms that are being scoped for us by networks of think tanks, universities, key educators with social capital, finance capital, publishing house and those engaged in data mining, and media corporations, we might return to Callinicos’s call for an understaning of the laws of motion of capitalism, so that we are able to analyse spaces like #CFHE12 in light of those structural constraints. However, we might also develop a critique of Thompson’s points about the development of class interests, namely that:

In articulating an entrepreneurial future for higher education that connects the soul and a business plan, one might ask for whom #CFHE12 is created, and whether it is possible to scope a future for higher education that lies beyond the neoliberal discourse identified in its learning outcomes.


On academic labour, and reclaiming academic time and space

On Friday 15 June, I attended a University of Nottingham, UCU-branch-sponsored symposium on the public university. These are my notes.

What is the relationship between the idealised neoliberal subject and academic labour? How is academic labour being recalibrated as the idealised neoliberal subject? If we are in transition to the neoliberal university, what are the possibilities for academic labour?

The idealised neoliberal subject is legitimised around specific, commodified practices that are toxic to her subjectivity, in-part through the disciplinary and enclosing nature of those practices. The REF is an example of a process of judgement and ranking with which academics collude, and that forecloses and excludes, and that further enables academic solidarity to be ruptured and restructured. It is the processing and revelation of our otherness. It is the real subsumption of our academic subjectivity inside a commodified reality. It highlights lines of exclusion which teach us that our assimilation is the denial of our subjectivity, and that if we refuse or dissent then we are to be systematically judged. These positions, of engagement, refusal, denial and passivity, are deeply political.

As academics internalise certain logics, in taking money for R&D or implementing processes for monitoring students or in co-ordinating the REF or agitating over student satisfaction scores or in workload planning, it is important to recognise that acts of refusal or dissent mean that the business of new public management now grafted into the university cannot go back to normal. It is important to recognise the place of critical pedagogy in this process of dissent towards otherness or othering, and in developing subjectivity. It is in the messy realities of pedagogy and education as process that the speed of enclosure and capture might be reduced, and spaces for refusal opened up.

As a result of refusal we might reclaim the possibilities of care and caring inside the University. Academics care about their positions and their research and their students, and one outcome is that they and their practices are ripe for being parasitised by techniques and technologies of new public management, which seeks to extract surplus value through agendas that enhance productivity, efficiency, choice and outcomes. Academic time and energy can be co-opted for the development and implementation of such technologies and techniques precisely because academics care about their students and their work, and will dedicate their own time to those projects, beyond their formal working arrangements. This is the trap of the social factory, and it witnesses the constraints for academics of a life shackled to cognitive capitalism inside the fluid structures of higher education.

This issue is important for academics as individual universities adapt to the new normal of funding and regulation and governance models. The response of the government to the HE White Paper consultation demonstrated its political weakness; its inability to get primary legislation on the statute books relating to the privatised provision of HE. Privatisation of English higher education was slowed, although privatisation in English universities is speeding up. In this space which is fed by competing agendas at different speeds what might academics do to recover some agency? Might slow scholarship, which increases the circulation time for the commodities of cognition, be one possible focus for dissent and pushing back? What lessons might we learn from the Luddites’ coherent fight over time, temporality and speed in the annihilation of their livelihoods/lives/subjectivity?

These examples are important because the University is focused on the adaptive upgrading of academic jobs. Of re-stratifying academic labour under new forms of status, engineered by a technocracy that feeds inequality through access to research-allowances or teaching time or student numbers. This is painful because it is transitional. It is a transitional move towards the neoliberal university; a space that is a new site for the extraction of value; a space that is being restructured in the name of capital; a space that limits freedom-of-expression and academic autonomy where it conflicts with value creation. The stereotypical neoliberal university will be a bond-funded, joint venture, either hedged or speculated against, with the use of private equity via spin-off companies, with a need to maintain its global credit rating through reduced staff costs, where the interplay between its fees and ratings are interpreted through analytics, and where those interpretations are ways of disciplining academic labour and discrediting critical pedagogy in the name of pedagogies like constructivism that are co-opted for neoliberalism.

The debts and covenants that emerge from the new public management of funding the University are both pedagogic and disciplinary. As debt to income ratios rise, and as investment-grade bonds are demanded in an increasingly volatile higher education market, where there are doubts about the ability of certain students or groups of students to repay loans, or where there are doubts about the economic viability of certain programmes-of-study, the control of social or human capital becomes imperative. As the attrition on wages, offset in part through increased debt/credit levels, continues, and as value is further extracted from social goods, the individuated value of education becomes a site of struggle. The fee regime and its enclosure of possible futures beyond the rate of profit forms a disciplinary technique. It is in this space that we might argue for the public university: how do universities benefit our public? How should a public university be regulated or funded or owned?

In answering those questions we might try to analyse the neoliberal logics of:

  • new public management (risk-management, internal competition between cost centres, efficiency drives through the use of private corporations that are embedded inside universities etc.);

  • comparative competitiveness (internationalisation agendas, franchising, R&D outcomes, employing magnet academics, responses to the WTO and GATS); and

  • competitive comparison (rankings and indices).

In these logics we see flows of finance and human capital, and universities themselves are revealed as competitive capitals. Through them we illuminate ways in which academic labour might disrupt the cycles and circuits of those capitals. In part this comes as they react to the marketisation of HE and the privatisation of universities, which in turn co-opts temporality and scale to lever performance-management, and through it acceptance or shame. Yet any disruption needs to be developed at a range of scales because capital is parasitic on the university: in think-tanks; through technology and related services; in corporate social responsibility agendas that are educational; in credit ratings agencies; in private equity and financing; in regional and national regulation. In each of these spaces there are different mechanisms through which capital recalibrates the University for value creation, profit and further accumulation.

As education becomes a positional, individuated, competitive good, and as the stakes for individuals rise, we might ask whether we can develop strong answers to the strong questions that are being asked about the purpose of the University. Can we develop alternative narratives based on societal goods? Can we look to Chile or Quebec for some possible alternatives to these practices? Can we analyse how BPP/Apollo, or Pearson or Kaplan or McGraw Hill are leveraging their own market capitalisation to crack the university? Can we analyse how those corporations are using their established infrastructures and content to extract data/analytics about behaviours that might then be commodified as services for students? Is it possible to reconfigure universities under a general public license or as a co-operative form? Or can this only be achieved beyond the university?

In this process, time is important. Capital seeks to annihilate the space between commodities and consumers by reducing the time it takes to produce and/or circulate goods. As bond-funded initiatives, or private equity leveraged against future loan incomes, are based on 30/40 year life-cycles, there is a demand to reduce volatility and risk, and variations in behaviour, and to control time. So capital wishes to fund programmes that enhance the ability of students to get jobs and pay down their debts, or institutions that can innovate in order to pay down their debts and covenants. Time and variations in behaviour are a risk, especially where they relate to asset illiquidity. Thus the state wishes to control resource allocation and budgeting, in order that it can reduce volatility/risk/defaults, and thereby create a set of spaces in which capital can grow.

In this process temporality is important. Internationalisation, rankings, social mobility are all agendas that tend towards offshoring or the virtualisation of the University. They are parasitical of local needs, feeding off spaces rather than learning with them. They prioritise jobs and mobility away from certain spaces, above justice and access. They do little to reclaim a University’s local identity. They are levers for catalysing the market mechanism that systematises competition, and which detaches academic elites from temporal space. They are transnational and have the same damaging effects on local priorities as transitional financial elites. At issue is how might academics fight for their local, temporal space? Or inside-and-against the university, is there no alternative?

Thus, as public universities are realigned with the values of the market, which sees an aggregation of individuals providing all necessary regulation, funding and governance, we might ask how can more dialogical and collective forms of higher learning be fought for? What might we do in our militant research strategies and in public to strengthen democratic engagement and critiques of new public management? Do we stay and fight for the academic project inside the university, to forge something that is beyond? Do we argue for new forms of governance and funding and regulation in the name of the public? How do we provide strong answers that push back against the violent recalibration of university life and academic labour, and which might reclaim academic time and space?

Higher Education, crisis and volatility

ONE. The marketisation of higher education is turning University life into a series of tactical engagements designed to extract value from public goods, rather than a set of spaces in which we might be able to confront the crisis. This crisis is enabling capitalism to overcome barriers to value production and extraction, and underpins an inevitable revolutionising of HE. This recalibration of HE is focused on the rate of profit, and a purported need to balance the sector’s contribution to the economy.

However, the extraction of value, or the focus on the rate of profit, is high-risk and catalyses volatility and it neglects the wider, systemic, socio-environmental issues that provide the context in which education-for-growth exists.

TWO. In his work on False Accounting: Why Higher education Reforms Don’t Add Up, Andrew McGettigan analyses volatility, instability and indenture in HE.

The income–contingent repayment loans offered to students are also future–policy–contingent, potentially creating an indentured class of graduates from whom higher repayments can be extracted. In sum, the Coalition has concocted a higher education funding regime which fails on its own criteria. It introduces fiscal instability into the sector and offers the nation minimal savings in return. While the deficit may be slightly reduced, large borrowings are required over the next two decades before the scheme is expected to pay for itself. These expectations may be pricked if adequate graduate repayments fail to materialise – leaving future governments to rectify the situation.

He goes on to state that the debate about HE reform is obscured by economic illiteracy.

the government’s deficit reduction strategy is aimed at slowing the growth of the debt. Reducing expenditure reduces the need for additional borrowing to meet any shortfall between annual income and expenditure. Loans have a lower impact on the deficit than grants – but they affect the debt separately to their contribution to the deficit. This is a very important matter and one that has been systematically obscured from the debate around higher education reform.

He then states that the overall effect is high-risk and based on modelling that makes serious assumptions about growth.

The large–scale move from grants to higher loans brings uncertainty into the heart of higher education as the viability of the loan scheme depends on making predictions about the general shape of the economy and graduates within it for the next three to four decades. Current indications about the graduate premium suggest it will be eroded further except in a small group of professions.

TWO. This connects to Christopher Newfield’s argument about the new proletarianisation. He argues that it is difficult to sustain a positivist argument for economic growth, especially where it is tied to the generalised, emancipatory potential of technological skills in a new economy. In part, this is because under neoliberal capitalism, technologies are used to promote consumption, production gains or to increase the rate of profit. The logic of their use and deployment is for productivity gains, or for workplace monitoring and surveillance and management and stratification, or to catalyse the creation of value by opening up/harnessing new markets, or by stimulating innovations that further valorise capital. Thus, Newfield highlights three different types of knowledge or skill:

  1. Type C is ‘commodity skills’, which are ‘readily obtained’ and whose possessors are interchangeable. This category includes most ‘pink collar’ work that involves skills like ‘typing and a cheerful phone manner’.
  2. Type B is ‘leveraged skills’, which require advanced education and which offer clear added value to the firm that hires such skill, and yet which are possessed by many firms. Computer programmers or network administrators are examples of essential employees who worked long and hard to acquire their knowledge, and yet who are relatively numerous. Ironically, they may have entered the field because it was large: its size may have signalled to them when they were picked a major in college–and to their stability-minded parents–something like ‘the high-tech economy will always need computer support specialists’. Yes, but not any particular computer support specialist, and not at a very high wage.
  3. Type A consists of ‘proprietary skills’, defined as ‘the company-specific talents around which an organization builds a business’. The knowledge manager must nurture and cultivate only the skills that directly contribute to the firm’s propriety knowledge, and stamp out (or radically cheapen) the first kind of knowledge worker, whose skills are interchangeable commodities. Only the star producers–those who create proprietary knowledge–enable the firm to seek rents, and only they are to be retained, supported, cultivated, and lavishly paid.

In an indentured world focused on economic growth above all else, not everyone will enjoy the life-styles of those who produce proprietary knowledge.

THREE. Yet, economic growth is coupled to energy use. The Royal Society Science Policy Centre report People and the Planet argues that growth based on extant socio-economic models is extremely problematic.

in the most developed and the emerging economies unsustainable consumption must be urgently reduced. This will entail scaling back or radical transformation of damaging material consumption and emissions and the adoption of sustainable technologies, and is critical to ensuring a sustainable future for all. At present, consumption is closely linked to economic models based on growth. Improving the wellbeing of individuals so that humanity flourishes rather than survives requires moving from current economic measures to fully valuing natural capital. Decoupling economic activity from material and environmental throughputs is needed urgently for example by reusing equipment and recycling materials, reducing waste, obtaining energy from renewable sources, and by consumers paying for the wider costs of their consumption. Changes to the current socio- economic model and institutions are needed to allow both people and the planet to flourish by collaboration as well as competition during this and subsequent centuries. This requires farsighted political leadership concentrating on long term goals.

Furthermore, in their IMF working paper on The Future of Oil: Geology versus Technology, Benes et. al. note that:

the problem of oil becoming harder and harder to produce in sufficient quantities was an important factor that would have significantly increased oil prices regardless of shocks.

it requires a large increase in the real price of oil, which would have to nearly double over the coming decade to maintain an output expansion that is modest in historical terms. Such prices would far exceed even the highest prices seen in 2008, which according to Hamilton (2009) may have played an important role in driving the world economy into a deep recession.

There is likely to be a critical range of oil prices where the GDP effects of any further increases become much larger than at lower levels, if only because they start to threaten the viability of entire industries such as airlines and long-distance tourism.

a point forecast that implies a near doubling of real oil prices over the coming decade, and an increase in prices over and above the very high recent levels even under a very optimistic scenario, at the lower 90 percent confidence interval. The world economy has never experienced oil prices this high for anything but short transitory periods, and we reiterate our previous statement that this might take us into uncharted territory, where a nonlinear, convex effect of oil prices on output might be a more prudent assumption.

And to add to the volatility Hamilton, in hi Oil Prices, Exhaustible Resources, and Economic Growth,  notes:

Coping with a final peak in world oil production could look pretty similar to what we observed as the economy adapted to the production plateau encountered over 2005-2009. That experience appeared to have much in common with previous historical episodes that resulted from temporary geopolitical conflict, being associated with significant declines in employment and output. If the future decades look like the last 5 years, we are in for a rough time. Most economists view the economic growth of the last century and a half as being fuelled by ongoing technological progress. Without question, that progress has been most impressive. But there may also have been an important component of luck in terms of finding and exploiting a resource that was extremely valuable and useful but ultimately finite and exhaustible. It is not clear how easy it will be to adapt to the end of that era of good fortune.

FOUR. Tom Murphy writes eloquently about energy, and how a growth-fuelled politics traps us.

Many of us have great hopes for our energy future that involve a transition to a gleaming renewable energy infrastructure, but we need to realize that we face a serious bottleneck in its implementation. The up-front energy investment in renewable energy infrastructures has not been visible as a hurdle thus far, as we have had surplus energy to invest (and smartly, at that; if only we had started in earnest earlier!). Against a backdrop of energy decline—which I feel will be the only motivator strong enough to make us serious about a replacement path—we may find ourselves paralyzed by the [energy] Trap.

In the parallel world of economics, an energy decline likely spells deep recession. The substantial financial investment needed to carry out an energy replacement crash program will be hard to scrape together in tough times, especially given that we are unlikely to converge on the “right” solution into which we sink our bucks.

Politically, the Energy Trap is a killer. In my lifetime, I have not witnessed in our political system the adult behavior that would be needed to buckle down for a long-term goal involving short-term sacrifice. Or at least any brief bouts of such maturity have not been politically rewarded.

FIVE. Higher Education is focused on a series of tactical manoeuvres: employability; internationalisation; public-private partnerships; value-added; outsourcing; the REF; student number controls; cash-flow and staffing costs; retention and progression; learning analytics; mobile learning; work-based learning; value-for-money; efficiency; economic growth.

Yet higher education does not exist in a vacuum.

These are my notes from yesterday’s sessions on cognitive capitalism, the University as knowledge factory and alternatives to higher education, from Mobility Shifts. I’ve also posted my tweets from a student discussion of occupy wall street and the response of the University to the crisis.

  1. The University has been subsumed within the circuit of capital, so that it has become emblematic of capitalist social relations, driven by the abstracted power of money.
  2. The University is now a flagship public-private partnership, whose primary purpose is the generation of surplus value through cognitive capital. The exploitation of labour and new sites of struggle are results of the increasing sophistication of the social factory, through which all of social life reveals sites of profit accumulation and the reproduction of capital.
  3. Biopiracy, proletarianisation, routinisation, precarity and globalised culture are all outcomes of this process.
  4. Disciplines become sites of the production of cognitive capital, separated out from each other denying forms of critique that might underpin alternatives. Moreover, a hidden curriculum, focused upon separation, competition and debt, anchors study to capital. As a result we see the wasted potential of co-operation and association.
  5. The idea of the University, as a site of all of living knowledge, is undermined in the face of the endless and hopeless austerity. An exodus from the control systems of capital exhibited through formal education is seen in the autonomy of the internet and sites where general assemblies are developed.
  6. Defensive battles are being waged in generative hubs of radical activity, that sit against the neoliberal enclosure of extant structures and forms, like the University.
  7. Edufactory proposes three spaces for alternatives to emerge: firstly in new forms of general assembly based upon a new politics [see the Zagreb occupation of 2009; student-worker solidarity]; secondly in militant research strategies, which see research as a tool for political action and for widening the field of struggle; thirdly in wresting publication away from corporations-as-rentiers, which turn the cognitive labour of academics and students into private property. This act of violence attempts to remove the academic from revolutionary activity in public.
  8. In spite of this, the University remains a site of resistance in the circulation of capital, In the circulation of money into commodity into surplus value/profit/accumulation, then into money’, commodity” and so on, there are spaces for opposition to develop alternatives, notably at the points of transformation. Although capital will tend to use its biopower in order to maintain control over labour at these points. This also includes the use of technology for control in a transnational field of practices, where academic activity is increasingly measured. This has political consequences.
  9. Within higher education the social relations that lie outside of the University offer hope/spaces for developing webs of resistance – in a politics of community engagement and cross-disciplinary activity and in radical education collectives. These form cycle of struggle.
  10. The precarity of capital is problematised by the power of labour in forcing a reconception of the politics of production, rather than a politics of distribution [of resources, abundance, scarcity].
  11. Universities are becoming warehouses of young people, ensnared by hidden curricula, where activities are used to depoliticise and promote allegedly utilitarian outcomes.
  12. The idea of the University in the production of knowledge at the level of society, in co-producing the general intellect or the social brain, needs to be re-politicised in order to reappropriate knowledge and its means of production for society.
  13. In, against and beyond needs to be understood in terms of real subsumption, through which capital overcomes human sociability to appear naturalistic and pre-determined. It might be critiqued in terms of the social factory or biopower, but it also offers a vantage point for critique from within the social relationships that emerge from/reproduce it, namely the historical moment of labour-in-capitalism.
  14. In, against and beyond is a critique of the power of things or commodities over human sociability and producers. However, capital depends upon the power of labour in order to generate surplus-value and therefore needs principles of domination. A negation might be offered through practices of emancipation, where capital is seen to be in crisis and therefore as precarious. Thus, teh Californian communique offers us the hope that “we [labour] are the crisis [of capital]”.
  15. How is it possible to reconcile our institutional roles and revolutionary intent? What do examples like the School for Designing a Society offer us? What about this list of radical projects? What about upping the anti? What about human geography? Or Noel Castree’s work on academic activism? Or John Holloway’s work on the state as the legal form of capitalism?

Internationalisation, student voices and the shock doctrine: disrupting business-as-usual

This post complements my keynote at the 11th Teesside University Learning and Teaching Conference, held on Wednesday 26th January. There are two slideshows. The first, entitled “in solidarity”, is a rolling piece to be run without commentary at the start of the session. It presents some images of student activism across the globe, limited to the period since 1968. It intersperses these with comments from the current UK coalition government and some detail on the financialisation and privatisation of UK higher education, in order partially to describe hegemony.

This slideshow highlights that student activism against the state has been, and continues to be, met with state-sanctioned violence. In the accelerated implementation of neoliberalism within the UK, opposition is branded as outlaw or is brutalised in the kettle. As societies are disrupted by climate change, debt, food production and energy availability, there is a quickening of the transformation of the state towards an iron cage of control, in the name of business-as-usual, growth and capital. And all this is a world where, as Žižek argues, our liberal aim is “to democratise capitalism, to extend democratic control to the economy by means of media pressure, parliamentary inquiries, harsher laws, honest police investigations and so on.” Žižek queries whether it is enough that “the institutional set-up of the (bourgeois) democratic state is never questioned.” Framed by this critique of the failure of liberal democracy to humanise, and in the face of the State’s oppression and antagonism, Mike Neary notes that we must question whether in education “The struggle is not for the University, but against what the University has become.”

In the face of disruption, and framed by an agenda that promotes internationalisation as a space into which UK HE can grow, steps the student.

The second slideshow is entitled “Internationalisation, student voices and the shock doctrine: disrupting business-as-usual”. I wish to ask two questions, from which spring a further set of questions, in this talk.

  1. What is the relationship between UK higher education, internationalisation agendas and student voices in a world that faces significant disruption?
  2. Is business-as-usual a viable option?

Business-as-usual

In slide 4 I highlight UUK’s response to the UK Coalition Government’s spending review proposals. It develops an argument about UK HE that demonstrates how the sector is important and an engine for economic growth. It begins to sketch a view that UK HE’s size and complexity, its networked potential to support growth, its ability to act as a motive-force, gears it to be re-focused and shackled in the name of market fundamentalism. Here, HE is about resources and the valorisation of (human) capital-in-motion, rather than the relationships between people. This is a hegemonic view of business-as-usual, further exemplified in HEFCE’s mission and the HEA’s Strategic Plan [slides 5-6]. In these documents, Internationalisation is explicitly and uncritically placed in relation to economic growth.

In slides 7-9 I highlight recent reports that demonstrate the place of UK HE in a model of neoliberal political economy, focused upon human capital in the global knowledge economy and the accumulation of capital by the UK through exports, alongside the increasing global mobility/flow/circulation of students as part of this process of coercive competition. A snapshot of current practice highlights a flow from developing nations [BRICS and south-east Asia] towards the West. Slides 10-13 highlight the current role of these nations in providing “human” capital in the form of students, counterpoised against their emerging success in Western-oriented school testing and the emergence of China as a space for the inward flow of mobile students. Importantly this is as opposed to the relative reduction of students into the USA. Is there a clash coming, or a shift in the locus of power between the USA and China in HE, as a function of the movement and re-production of transnational capital? This view is framed by slide 14, which also points out that whilst there may be differences based on the type of (non-) accredited, international activity, it is important that student migration grows faster than overall migration. At issue here is the cultivation of those likely to produce proprietary knowledge, as opposed to knowledge workers. A tied question is who will own such proprietary knowledge (workers)?

In slides 15-16 I wish to raise some central questions around business-as-usual;

  1. Is it possible to develop an internationalisation of HE that enables alien experiences enrich the curriculum and global “knowing”? (Deliberately opposed to “the knowledge economy”.) This is important in finding shared solutions to global problems.
  2. Is engagement with overseas students’ by UK HE a form of capitalist primitive accumulation, of both fiscal and human capital? Or is it tied to the transnational movement of global capital linked to corporate development?
  3. Where students entering UK HE are privileged and gain further ‘positional advantage’ in a crowded and increasingly ‘credentialised’ graduate labour market, is UK HE contributing to elitist, hegemonic positions in countries of origin? Moreover, are these positions an extension and a valorisation of neoliberal socio-cultural forms?

HE as homogenised

In slide 17 I begin to argue for a homogenised higher education, irrespective of cultural specificity/difference, with a focus on employment rather than knowing or a transformation of thinking. This view is focused institutionally in slides 18-19 by demonstrating that the international student experience is shaped [with a few exceptions based on state/financial security, like border controls] like the “normal” student experience. Such normalisation is helpful in extending a hegemonic position through the incorporation and assimilation of the “other”.

It is interesting to note that once the curriculum is brought into play, we begin to see examples of how internationalisation might enable experiential, or practical, production to occur, in the name of a transformation of mind [slides 20-21]. However, this transformative moment is almost lost in the face of the homogenised, institutional representations of internationalisation/student living that are revealed by university web-sites, whether they are grouped by 1994, Million+, Russell Group or University Alliance [slides 22-25]. This is in spite of the focus in some of these spaces for materials which underpin the development of staff, or the appearance of some student voices.

A view of HE as a convergent place for production/consumption is also revealed in the face of the stereotyped view of Asians as rote-learners, as opposed to more sophisticated, contextually-driven learners. Although, of course, we also see the same claims made about some home-based students who come to HE following their A-levels. This view that there is good [Western] educational practice that might be transferred is also reinforced by those private consultancies who are trying to engage with the rush to outsource practices, spaces and “excellence” [slide 26]. In spite of this structural, institutional position, at the level of the curriculum we see the possibility for a transformation of mind through shared, generic human experiences/stories that spill through. These need to be positioned culturally but they open up spaces for the transfer of things and thoughts [slides 27-29].

And so in slide 30 I wish to ask whether the internationalisation of HE has the possibility to be about something more radical – that it might be more humane? That it’s not just the (knowledge) economy (and efficiency) that is to be served, but that, irrespective of cultural differences, we might be able to produce something else. There is something here on power and the production of the curriculum and the world at a range of scales. Moreover, maybe commonalities are more important in a world that faces significant disruption.

However, we need to reveal how that view relates to our work with students. Work on the student voice is often seen as inclusive and democratic, and to validate specific views. It humanises our view of them because up to a point they are included in our work [slides 31-32]. At issue is whether our conversations with students offers the possibility of a radical moment in which we might crack open higher education for a productive purpose beyond neoliberal intent.

Slides 33-44 demonstrate how much work needs to be done here in engaging students with each other in the face of overtly economically-driven imperatives. These quotes from students highlight the alienating impact of money and debt on social relations, and how the cultural separation of individuals and groups is enhanced through our current focus on HE as economic engine, fuelled by debt and privatisation. This separation and alienation encourages marginalisation and views of the other. It enables the aggressive marketing of a specific way of life that is driven by capitalist work.

Disruption

The next section focuses upon HE’s place in a world that faces significant disruption. These disruptions are prefigured around four themes.

  1. Control and management of flows of ‘economic migrants’/asylum-seekers: here is a view of international students as threat, as the other, unless they are holders of proprietary knowledge who become like us. This enables the dominant neoliberal position to elide the threat of domination by alien cultures with attacks on the wastefulness of the public sector and its assets, and to aggressively argue for privatisation [slides 46-50].
  2. Globalising privilege: as mobile students represent, to some extent, a ‘privileged’ selection of humans, there is a risk that ‘student switchers’ enable developed countries to accumulate human capital, and extend its hegemonic position through the ownership of proprietary knowledge workers [commonly referred to as a brain/skills drain] [slide 51].
  3. HE and post-colonialism/neoliberalism: whilst there is a flow of networks and connections between nodes in the West, and to an extent between the East and the West, there is emerging power within those on the boundaries that is challenging and radically threatening to established norms. The economic rise of the BRICS offers a central geographical space into which this clash may be escalated [slides 52-54].
  4. Against nature: climate change, peak oil, energy costs, the loss of biodiversity each threaten business-as-usual within capitalist social relations. Internationalisation threatens to take more people from countries with low ecological footprints and export them to those with high footprints, or to transfer activities in the opposite direction. And it is simply not good enough to claim that technological efficiencies will save the day, because a rise in global population and affluence will ensure that this is not possible. Deeper solutions are needed [slides 54-60].

As a result we might need to work in a more focused way at a range of scales, including within HE. We might need to revisit radically our curriculum and activities. We might need to think about limits. We might need to fight views of business-as-usual predicated upon students-in-debt as consumers-of-education. We might need to stand against technological and economic determinism and provide radical alternatives. And when we are told that capital in all its forms [financial, human, social, cultural] will save us because we will be more intelligent/flexible/adaptable, we need to ruthlessly critique the alienation, the imposition of hegemony, and the immiseration of life and labour enforced by capital in its self-valorisation and in its re-production of those social relations that imprison [slide 61].

The Shock Doctrine and HE: the place of internationalisation

Within UK HE, the Browne Report and the Coalition Government’s subsequent response has turned the global economic crisis into a means to quicken the privatisation of the state, and to attempt the strangulation of possibilities to energise transformative, co-operative relations. This places HE in the vanguard of the Shock Doctrine, designed “to achieve control by imposing economic shock therapy”. It rests upon, for example…

  1. The relentless law of competition and coercion [the rush to internationalise].
  2. The impact of crisis to justify a tightening and a quickening of the dominant ideology [student-as-consumer; HE-as-commodity].
  3. The transfer of state/public assets to the private sector under the belief that it will produce a more efficient [smaller, less regulatory] government and improve economic outputs.
  4. Lock-down of state subsidies for “inefficient” work [Band C and D funded subjects].
  5. The privatisation of state enterprises in the name of consumer choice, economic efficiency or sustainability [encouraging the privatisation of HE].
  6. A refusal to run deficits [pejorative cuts to state services].
  7. Extending the financialisation of capital and the growth of consumer debt [increased fees].
  8. Controlled, economically-driven, anti-humanist ideology.

And so, internationalisation might be read as an attempt to enforce the shock doctrine as part of a response to economic crisis. It might be read as an attempt to increase the market for western neoliberal values, delivered in-part through higher education. At issue then is how shared, international values/stories might enable oppositional, alternative, meaningful social transformation to be realised.

In this, we might ask [slides 63-66]:

  • Is HE resilient in the face of disruption? Or is it disoriented in the face of shock?
  • Do our approaches to internationalisation and the place of students in HE limit re-invention?
  • How does the intimacy of commonality help us? Which co-operative projects might offer possibilities?
  • So what might this mean for student voices in HE? Can the voices of international students help HE become more resilient?

Students-as-producers of resilient HE?

Resilience is about communities and societies working to adapt to disruption. It is not about business-as-usual. It is not about mitigation. It is about engagement, education, empowerment and encouragement. It is about co-operation and not competition. And so the University might become a space for international engagement with the production of a radical, active, non-hegemonic set of experiences. The totality of our contextual experience might be analysed from a range of perspectives, in order to develop new identities and social relations [slides 67-69].

And so students and academics might, irrespective of culture, work as co-producers of a mass intellect in commons. Collaborative social relations might enable us to re-envisage the University as a revolutionary space, where knowledge is constructed not for consumption and privatization and commodification for the economy, but instead for global knowing and reimagining, and solutions to global disruptions that are not financialised. Within this approach, civil, experiential action is critical, as is critique. The emergence of activities underpinned by co-governance and co-production, focused upon praxis, are central to this approach, and in answering the question: “In the face of disruption what is HE for?” [slides 70-73].

By engaging with education as social re-production, and taking on-board the homogenous, shared elements of out life-world, we might ask:

  1. Are there other ways of producing knowing? What authority does HE/do universities have? How relevant are fixed institutions/programmes in a disrupted world?
  2. How do internationalised student voices help to adapt to disruption? In a knowing world, rather than a knowledge economy, what does curriculum innovation mean?
  3. Does a pedagogy of production need to start with the principle that we need to consume less of everything? What does this mean for ownership of the institution at scale [local, regional, global]?

A focus on business-as-usual is no help in a world that faces significant disruption. We need to begin with our students and ask them “How can internationalised student voices help in the struggle to re-invent the world?” For it is through their revelation of the world that alternatives may be produced.
