the Alternative HE White Paper

Via a listserv email, and specifically in my role as a National Teaching Fellow, I was asked earlier today to consider applying to be a member of a Teaching Excellence Framework panel. As an act of solidarity with precariously employed or casualised staff, alongside staff who are under threat of increased performance management, or those who are concerned about our collective pay and conditions, and with those staff who see the Government’s HE agenda as threatening the idea of public higher education, I lay out my refusal below. It is also referenced in posts here and here and here and here.

It feels important for me as an NTF neither to consider nor to do this work.

In part this is because I refuse to have my work as an NTF, and my professional practice, co-opted by a Government that is seeking to damage further the idea of public higher education. The TEF is a means to further the twin agendas of marketisation and privatisation in the sector, which emerging through the White Paper fundamentally damage social mobility and social justice. I simply cannot lend my intellectual and social capital to it. Some of this rationale is set out in the Alternative White paper: https://heconvention2.wordpress.com/2016/05/31/awp-introduction/

My second reason issue is that UCU is currently in dispute over pay, including working to contract. This dispute is focusing our attention on issues of overwork and anxiety/mental health problems amongst staff, increasing casualisation and precarious employment, and gender disparities in remuneration. Many of us resigned as external examiners in support of this campaign (http://www.theguardian.com/education/2016/may/26/why-we-are-resigning-as-external-examiners). Out of solidarity with colleagues on the HE single pay spine fighting for better pay and conditions I cannot justify doing this work.

The TEF is likely: to increase casualisation; differentiate between teaching and research staff; generate further performance management; damage academic autonomy and freedom; enhance the risks of market exit, reinforce the link between employment/future earnings and league table metrics for subjects; and so on. Each of these issues damages not only the quality of teaching and learning, but also the relationships between teachers and students.

One space for action/refusal is the Alternative White Paper, In Defence of Public Higher Education: Knowledge for a Successful Society, which will be launched at the Houses of Parliament on Monday 13th June, 4.30-6.00. This Alternative White Paper has been produced though the Second Convention for Higher Education.

It argues that the Government’s White Paper presents a major challenge to the idea of a university and its essential role in the public sphere in the creation and dissemination of knowledge and debate about common objectives. It narrowly views higher education as an investment in human capital and as a contributor to economic growth. It acknowledges that UK universities are world-leading in teaching and research, while destroying the framework of regulation and support that produced that success.

The Government’s plans propose to open the sector to private for-profit teaching providers, notwithstanding the history of for-profit higher education littered with poor student outcomes, and with spending concentrated on marketing and profit-sharing. It calls this the creation of a level playing field, while private providers will be relieved (by impending legislation on degree-awarding powers and the title of university) of the wider functions of a university. These moves will undermine the role that universities play in their local communities by opening them to competition for revenue from providers that have no such role.

The government’s proposed “Office for Students” is not about supporting students. It is structured to ensure market competition, to give private providers access to high tuition fees. Its board members will have “the experience of fostering choice and competition, and of robust financial control”. Supposedly “at the heart of the system”, students will instead be short-changed. The Teaching Excellence Framework includes no direct measures of teaching quality. It is designed to facilitate fee increases, with the possibility of abolishing the fee cap in the future.

In contrast, the Alternative White Paper makes the case for higher education as a public good and explains in detail why the present proposals are so damaging and dangerous. You might usefully lobby your MP, to ask her/him to engage with this debate and to challenge the proposals as they begin their legislative journey.

ONE: showing-up as the limit of our educational hopes

Years ago I wrote the following about our relationship to the University.

I wonder if the University’s functions now are being redesigned so that they reproduce a sense of anxiety as a permanent state of exception inside teams and individuals. I wonder whether the focus on productive labour, on the socially necessary labour time of abstract academic work, and the entrepreneurial turn across higher education, each create an atmosphere of anxiety. I wonder whether the reproduction of an ambiance of anxiety is a co-operative endeavour that emerges from inside the University as a means of production that is governed by metrics, data and debt, and out of which value is scraped through the alienation of time. This reminds me of persistent inferiority and internalised responsibility, and of the shock doctrine that recalibrates what is possible.

Are defence or refusal possibilities inside the University as an anxiety machine? What is the psychic impact of: alienated labour; the disciplining of academic labour; the cognitive dissonance inherent in the contradictions of abstract/concrete labour; the rule of money? How do we learn to self-care as opposed to self-harm inside the University? One of the ways in which self-care might emerge is in looking at who is pushing back against financialisation and alienation, be that in casualised labour, or trades union anti-casualisation strategies, or through a precariat charter, or in actions like 3cosas, or in post-graduates for fair pay. These are not organisations of those with tenure, but they force us to consider both the university as anxiety/performativity machine and the idea of making opposition public, as an association of the dispossessed or impacted. They reignite the concrete/abstract relationship between higher education and the public.

Did we hope that these things would pass, and that we would not end-up being recast over-and-over inside the university as an ever-expanding site for the consumption of our educational souls and the re-production of their domination over our pedagogical possibilities? I wonder if we simply hoped that the global crises of social reproduction that we face on a daily basis would somehow not infect the university. That somehow the distilled class hatred of the HE White Paper, with its relentless focus on the rule of money, on elites, on a degree as a token of bourgeois, elitist consumption and position, on the deconstruction of higher learning as services to be commodified and purchased, would not come to pass. That somehow we would find the collective will to stitch the university back into the context and form and content of those crises, so that we could find meaningful responses to the brutality of austerity, to the brutal circulation of refugees, to the ideological brutality of Prevent and Islamophobia, and our on-going inability to care enough about environmental degradation.

And we have failed to find the collective will. We somehow felt that it was enough to be spared the rod. Or that even if we were not to be spared taking our place in the brutal execution of austerity, then we could at least find spaces for self-care as opposed to self-harm. That we could still show-up for our students or for each other, or maybe even, at a push, for ourselves.

TWO: the university as machinic whole

And all the time are revealed global narratives that bear witness to the machine-like qualities of the university as it morphs and re-morphs into something that is beyond our control. Something that is beyond our imagination. Our working lives reimagined as exchangeable or tradable services. Our working lives broken down through workload plans and performance management, so that our everyday activities can be monitored and measured, and then flung back into the machine, in order that the machine can be repurposed. Our turnaround times for assessments; our loading for preparation; our scholarly outputs; our annual teaching loads; our key performance targets; our national student survey data; our teaching excellence; our casualised contracts; our adjunct status; our educational everything; and more.

So that the university becomes a site for the ever more efficient consumption, or purchase and distribution, of societal hopes and desires. The rule of money ensures that that the university can only expand based upon the control of flows of energy that underpin these hopes and desires. So that the productive futures of our students and their families depend upon the efficient and maximised production of value, recomposed as future earnings or employability. Where the production of value is a fusion of, first, humanity made productive and efficient, and second, renewed capital infrastructure, so that the space and time of the university can be made to operate as a self-regulating and machine-like, capital-sink.

And we are reminded that in The Grundrisse, Marx wrote:

Real wealth manifests itself, rather – and large industry reveals this – in the monstrous disproportion between the labour time applied, and its product, as well as in the qualitative imbalance between labour, reduced to a pure abstraction, and the power of the production process it superintends. Labour no longer appears so much to be included within the production process; rather, the human being comes to relate more as watchman and regulator to the production process itself. (What holds for machinery holds likewise for the combination of human activities and the development of human intercourse.)

The creation of a system of higher education intensifies the context and reality of teaching and learning, in order to drive efficiency and productivity. More technology; more efficient processes; more metrics; more performance management; less trust in the unprogrammable human; more trust in the programmable and knowable data; more. And the generation of a market through competition will ensure the domination of constant capital and infrastructure, and the power of organisational development and technology. These will ensure that the constant innovation in the motive parts of the machine determine the on-going extraction and circulation of surpluses. The machine will demand the on-going alienation of the general intellect from us, and we willingly offer this up, in the hope that we can be spared the worst.

We innovate. We manage our own performance. We offer up new efficiencies. We over-produce research and knowledge exchange or transfer. We are impactful. We do not protest the loans, or the new providers, or the reduction of educational faith and hope to commodities, or the reduction of our assessment to the machine or the learning analytics. We do not go into occupation of the terms of the struggle or the site of the struggle. We sit and hope that they do it to Julia.

And again we are reminded that in The Grundrisse, Marx wrote:

No longer does the worker insert a modified natural thing [Naturgegenstand] as middle link between the object [Objekt] and himself; rather, he inserts the process of nature, transformed into an industrial process, as a means between himself and inorganic nature, mastering it. He steps to the side of the production process instead of being its chief actor. In this transformation, it is neither the direct human labour he himself performs, nor the time during which he works, but rather the appropriation of his own general productive power, his understanding of nature and his mastery over it by virtue of his presence as a social body – it is, in a word, the development of the social individual which appears as the great foundation-stone of production and of wealth.

This is the systematic conversion of our work into the definite functions of the machine. So that our work as students, or professors, or professional services staff, or adjuncts, and our work as researchers or teachers or students, and our work as managers or admissions staff or on open days, and on and on, are sites for the generation of new pieces of apparatus; new parts of the machinic whole. A machinic whole designed to be productive and to generate surplus, and inside which the generation of educational hope and faith and possibility are desires that can be reduced to means of production.

THREE: higher education and the machining of desires through anxiety

And the persistent re-production of the machine enables those desires to be machined. And the machining of those desires, the re-working of those desires, is made possible through anxiety. The anxiety that is both ours and of our students. And the terrain for this is widened because the machine is infrastructure and constant capital but it is also our culture and our language and our pedagogy and our curriculum and our very, educational breath. As Virno states:

the so-called ‘second-generation autonomous labour’ and the procedural operations of radically innovated factories such as Fiat in Melfi show how the relation between knowledge and production is articulated in the linguistic cooperation of men and women and their concrete acting in concert, rather than being exhausted in the system of machinery.

It is our concrete acting in concert that is needed, wanted, desired by the machine. So we remember that in Anti-Oedipus, Deleuze and Guattari wrote how

There are no desiring-machines that exist outside the social machines that they form on a large scale; and no social machines without the desiring machines that inhabit them on a small scale.

That the desires we internalise from the machine are the machine’s own desires for efficiency and mindfulness and resilience. The machine’s projected desires for production and productivity and intensity, internalised by us, so that our desires are alienated and disfigured. So that we have impact or excellence. That the social desires projected into our students, for elite consumption and competition and educational positionality or comparability, for future earnings and employability, recalibrate our own desires as well as our students’ own.

Our desires situated within a field of desire recalibrated by the market. So that our higher education is disfigured through competition. So that our place in it becomes unknowable beyond the measurement of the market. And our recognition of this disfiguring is the site of our anxiety, just as we hoped that by becoming complicit with it we might save ourselves from the worst of it. Yet all along we are subordinated to the machine’s desire for our anxiety. For The Institute for Precarious Consciousness:

Today’s public secret is that everyone is anxious. Anxiety has spread from its previous localised locations (such as sexuality) to the whole of the social field. All forms of intensity, self-expression, emotional connection, immediacy, and enjoyment are now laced with anxiety. It has become the linchpin of subordination.

The lynchpin of our subordination: my availability for my students; my teaching preparation; my relationship to my precariously-employed peers; my turnaround times; my willingness to sit on committees; my NSS scores; my TEF scores; my REF scores; my on-line presence; my impact; my scholarly outputs; my innovation; my everything. My desperate everything, including the subordination of life to work, as a means for the internalised production of anxiety that will help me to re-produce the desires of the machine for productivity and intensity.

Anxiety, alienation, desire, competition, subordination. A machinic whole.

FOUR: on academic luddism

And we recognise the damage that this does to us, as we are stripped of our educational connection to our students or our precariously-employed peers, or to our partners in other, soon-to-be-competitor institutions. The Institute for Precarious Consciousness recognise “the breakdown of all the coordinates of connectedness in a setting of constant danger, in order to produce a collapse of personality.” To struggle against this stripping-away is anxiety-inducing as we resist where we think we have limited agency. Or else it leads us towards dissociation, as we deny we have any power so we may as well exist elsewhere (behind our metrics). Or else it leads towards micro-management of our everyday experiences, so that we feel we can exert some control: at least I can negotiate the limits of my own [impact/excellence/data-driven] exploitation.

And in Anti-Oedipus, Deleuze and Guattari wrote of the conflicted nature of desire. That our own, concrete educational desires, for emancipation, are subsumed and disfigured by the abstracted desires of the machine. That recognising that the true liberation of our concrete desires, against their bastardisation as data about future earnings, employability and enterprise, requires that we rethink our re-production of the machine, and its anxious control.

If desire is repressed, it is because every position of desire, no matter how small, is capable of calling into question the established order of a society: not that desire is asocial, on the contrary. But it is explosive; there is no desiring-machine capable of being assembled without demolishing entire social sectors. Despite what some revolutionaries think about this, desire is revolutionary in its essence — desire, not left-wing holidays! — and no society can tolerate a position of real desire without its structures of exploitation, servitude, and hierarchy being compromised.

Through Virno, we stretch this focus on desire by relating it to what has been taken from our public education and sequestered as private-property. This is re-imagination as a form of desiring activity that is against the State and against the market, that is against the enslaving of lives through competition, that is against the idea of what the university has become, and that is against intensity, impact, resilience, mindfulness, excellence, whatever.

the question is whether the peculiar public character of the intellect, which is today the technical requirement of the production process, can be the actual basis for a radically new form of democracy and public sphere that is the antithesis of the one pivoting on the state and on its ‘monopoly on political decision’. There are two distinct but interdependent sides to this question: on the one hand, the general intellect can affirm itself as an autonomous public sphere only if its bond to the production of commodities and wage labour is dissolved. On the other hand, the subversion of capitalist relations of production can only manifest itself through the institution of a public sphere outside the state and of a political community that hinges on the general intellect.

For The Institute for Precarious Consciousness this subversion is situated against anxiety:

what we now need is a machine for fighting anxiety – and this is something we do not yet have. If we see from within anxiety, we haven’t yet performed the “reversal of perspective” as the Situationists called it – seeing from the standpoint of desire instead of power. Today’s main forms of resistance still arise from the struggle against boredom, and, since boredom’s replacement by anxiety, have ceased to be effective.

Instead they argue that we need to:

  • Produce new grounded theory relating to experience, to make our own perceptions of our situation explicit, recounted, pooled and public;
  • Recognise the reality, and the systemic nature, of our experiences;
  • Transform emotions through a sense of injustice as a type of anger which is less resentful and more focused, and as a move towards self-expression and resistance;
  • Create or express voice, so that existing assumptions can be denaturalised and challenged, and thereby move the reference of truth and reality from the system to the speaker, to reclaim voice;
  • Construct a disalienated space as a space for reconstructing a radical perspective; and
  • Analyse and theorise structural sources based on similarities in experience, to transform and restructure those sources through their theorisation, leading to a new perspective, a vocabulary of motives.

The goal is to produce the click — the moment at which the structural source of problems suddenly makes sense in relation to experiences. This click is which focuses and transforms anger. Greater understanding may in turn relieve psychological pressures, and make it easier to respond with anger instead of depression or anxiety. It might even be possible to encourage people into such groups by promoting them as a form of self-help — even though they reject the adjustment orientation of therapeutic and self-esteem building processes.

Above all, the process should establish new propositions about the sources of anxiety. These propositions can form a basis for new forms of struggle, new tactics, and the revival of active force from its current repression: a machine for fighting anxiety.

New propositions as a basis for new forms of struggle. And we remember that we might need to become academic luddites as a basis for a new form of struggle. That in order to overcome the loss of time and agency, and the stripping away of our curriculum-power and our educational intellect and our pedagogical capacities into the machine, we need to insert ourselves differently into the anxiety-machine. That we need to consider how we resist the subsumption of the university and of higher education further into the re-production of a system of alienation, precisely because it is a system of alienation, and not because our is privileged, skilled, crafted, abstracted work. This is a resistance of social rather than occupational displacement, precisely because the terrain of higher education has become a means for the re-production of specific, alienating desires across society.

We owe our publics and our society that much at least.

Thus, it is against what education is becoming, solely as a means to re-imagine what society might be, that we might strike. That we might strike to reclaim the parts of the machine that are socially-useful: the knowledge, the curriculum, the relationships, the technology, the language, the culture, and more. This is the reclamation of educational exchange-value as social use-value. Reclaiming and repurposing the parts of the machine that enable us to share our solidarity with other public workers who are being brutalised. That we might reclaim and repurpose the parts of the machine that enable us to provide solutions to global crises, rather than waiting for the market to act. That as a by-product or as a lever, we might refuse our abstracted labour where we can, as external examiners, or as reviewers for for-profit journals, or in working to rule, or wherever.

However, whilst these spaces inside the machine are a terrain for struggle, this also emerges from attempts to reclaim and to repurpose time. Slowing production and circulation and consumption time across a sector or across a society is a reminder of our humanity. It reminds us that our labour-power (and labour-time) is the source of all value. That exploited and dehumanised labour is the source of all value. As Marx argued, Capital’s desire to reduce labour-time is twinned with its desire to endless extract surplus value from that very labour as its source of power. It wishes to annihilate labour-time at exactly the moment that it desires to expand its potential for exploiting that labour-time. How then is this tension to be amplified inside the university and in solidarity actions across higher education and within society, without generating further levels of anxiety and performance and precarity? How do our struggles reclaim time from inside-and-across the terrain of higher education as a form of machine-breaking that repurposes the machine? For Marx, such struggles are rooted in the free development of individualities through associations that demonstrate the limited and limiting rule of value over our lives. They are rooted in pedagogies and curricula for association; in solidarity actions and solidarity economies; in co-operation and co-operative education.

The free development of individualities, and hence not the reduction of necessary labour time so as to posit surplus labour, but rather the general reduction of the necessary labour of society to a minimum, which then corresponds to the artistic, scientific etc. development of the individuals in the time set free, and with the means created, for all of them.

Forces of production and social relations – two different sides of the development of the social individual – appear to capital as mere means, and are merely means for it to produce on its limited foundation. In fact, however, they are the material conditions to blow this foundation sky-high.

There is something here about our collective liberating of the forces of production; our revealing and recomposing our social relations; our recognition and reclamation of time as a pedagogical project. With our students and our peers, and beyond them into society. Of finding collective spaces and times, in order to generate forms of academic luddism. As a form of academic machine-breaking that reconnects and recombines the machinic whole with its social whole for a different purpose that is calibrated by a different time.

The question is then how? And maybe when?


on resistance to the HE White Paper

Since I posted on the HE White Paper and academic practice, I have been thinking about obstacles or resistances that could be placed in the way. In the post, I contended the following.

Revealing the ways in which the White Paper is part of a process of on-going expropriation and pauperisation, of everyday life, of academic autonomy, of care and love inside the classroom, of academic development, is a starting point.

What follows must describe and play-out the conditional development of the social productivity of academic labour, for an alternative set of values beyond the market and instrumental financialisation.

Here we might ask, what can we do in association to resist and refuse the disciplinary instrumentalism of the White Paper and the TEF?

What can we do in association with those struggling for labour rights like trades unions, or with cross-sector groups like the HE Convention/Campaign for the Public University?

What can we do in association to refuse the competitive urges of some university “leaders”?

What can we do in association to frame a counter-position that frames an alternative vision for higher education?

What can we do in association with other public-facing workers, in education, in health, in social care, and so on, to define an alternative vision for our collective work? Can we use this as a moment to define alternatives to the law of value as the organising principle for social life?

Part of this work needs to be situated against the fact that the UK context is one of low resistance to the logics of neoliberalism. Here there has been an acceptance that austerity is necessary or ethically-sound. In fact, the primary discussion has been whether policy can or should support economic expansion or whether (in its anti-Keynesianism) it catalyses contraction and therefore threatens job security. One of the issues in revisiting this discussion, as a precursor to opposition, is then the balance between: imperceptible opposition (mutterings); non-disruptive resistance (marches and demos); disruptive resistance (as a function of trade union actions); and militancy (occupations, withdrawal of labour, worker-co-option of workplaces).

The work of David Bailey and Saori Shibata on moving from defeat to obstruction, highlights that in low resistance States, for substantial impact on any proposed neoliberal policy, the sufficient conditions for a substantial impact (a roll-back) are that they need disruption and militancy. The recent Junior Doctors’ action is a case in-point, grounded in labour rights and the idea of the public, although it has not catalysed broader, NHS reinstatement action. However, in HE there has been high-levels of policy disengagement by much of the workforce (staff and students), in spite of the principled opposition by individuals and associations. For instance, UCU and Unison have focused energies on immediate issues of labour rights, rather than on developing alternatives.

Bailey and Shibata’s analysis focuses upon resistance: by engaging with a critique of the likely, negative outcomes of any policy (including sharing concrete examples of those outcomes in order to build solidarity); through developing the ‘weapons of the weak’; by highlighting and making central the entrenched interests of those affected by reform; through outright refusal; and by influencing the role of decision-makers and decision-takers. As such, refusals can take the form of non-compliance, enacting governance problems, or the direct prevention of the reform and its implementation.

As Danny Yee argues in his review of Peter Scott’s The Weapons of the Weak:

conformity is calculated, not unthinking, and beneath the surface of symbolic and ritual compliance there is an undercurrent of ideological resistance, just as beneath the surface peace there is continuous material resistance. Scott considers the consequences of all this for definitions of resistance. Four criteria have commonly been required for ‘genuine’ resistance: it must be collective and organised rather than private and unorganised; it must be principled and selfless rather than opportunistic and selfish; it must have revolutionary consequences; and it must negate rather than accept the basis of domination.

In terms of the HE White Paper, there is a need to think through the potential for waves of struggle, which demonstrate the solidarity between various groups of affected workers and others across society whom the reforms will impact. The points of solidarity include: the embodied toll that neoliberal restructuring and austerity takes on mental and physical health, including in families; the control of performance and activity; the reduction of life to work; and, the inability of the curriculum to manage issues of crisis concerning poverty, climate change, on-going colonialism and so on. The points of solidarity connect:

  • Academic staff who are subject to increased workload and performance management;
  • Academic staff whose workload requirements are marginalising the rest of their lives, as parents, carers, partners, friends, so that never-ending, entrepreneurial work dominates;
  • Students whose work is defined by debt as a commodity or purchased as a service, rather than being regarded as work that should be reimbursed through a wage;
  • Students whose education is solely predicated on productivity and employability, with contributions to social or care work being marginalised;
  • Student of colour, who are protesting and refusing the on-going colonisation of the curriculum;
  • Precariously-employed graduate teaching assistants, or those for whom tenure is becoming an impossibility;
  • Professional services staff for whom the restructuring of back-office functions entails outsourcing or an attrition on labour rights, and amplifies forms of social dumping;
  • Graduates saddled with increasing amounts of debt and weak job prospects, in the face of automation, on-going recession, and so on;
  • Teachers in Primary and Secondary Education, whose work is covered by the Educational Excellence Everywhere White paper, which promises the privatisation and data-driven commodification of pre-HE education;
  • Teachers in Primary and Secondary Education, whose work is also affected by the Small Businesses, Enterprise and Employment Act (2015), which enables metrics and longitudinal data to be collated about individuals to drive the production of economic value;
  • Community groups fighting for social justice, for instance in refugee, housing or gender rights; and
  • Workers in notionally public-facing industries, where ideas of public service or the public good (contested as those terms are) are being lost, and for whom the realities of austerity are disciplinary (such as the campaign for an NHS Reinstatement Bill).

Here there is a need to redefine the terms of resistance as cross-sectoral, acting communally or socially, precisely because those communal or social aspects of our identities are being marginalised or reduced, as work and productivity becomes our everything. I have written about this, in terms of HE and the oppositional possibility of social strikes, as a moment of refusal of increased teaching intensity. This is situated through the definition of directional demands. As I argue against teaching intensity:

common struggle is critical in refusing the precepts of the [White] Paper. Such common struggled would join with those who are calling for refusal of TTIP, beyond education and in terms of other social goods like healthcare. It would connect intergenerational refusals of debt and indenture, which are shackling families with debt so that they become competitive rather than co-operative. It would connect with others who are precariously employed, in order to work-up moments of refusal and negation, and to demonstrate alternatives.

In this approach there is a need to disrupt the circuits of educational production that are wreaking further violence on higher education, and thereby wreaking violence on our home and social lives. Without such disruption, the ways in which we reproduce ourselves will become increasingly precarious.

Forms of resistance then take the form of moments of solidarity that contest and disrupt the bases of material power. Part of this might be managed through local and national solidarity campaigns between student, academic and professional services trades unions, as long as those unions do not subjugate collective bargaining to economic recovery that is predicated on austerity. Mechanisms must be found to block the circuits of capital accumulation, and the imposition of the rule of money inside education. Part of this is to find moments of radical solidarity, for instance in a focus on debt-free education, and in support of debt jubilees, or the strike debt movement. Part of this is to discuss the importance of time, and in particular of working time and the intensity of the working day. Finding ways to resist overwork are critical, especially between academics, students and precariously-employed staff. Part of this is to find ways to refuse the generation of mental and physical ill-health inside the University and across communities, by refusing to accept the impact and implementation of policy.

Finding spaces for dissent, and for remembering that we each have identities beyond work that are being ruptured, which need recording and sharing as forms of solidarity, are crucial moments in generating energy for alternatives. Finding the time and space to slow or to stop the University are also important. In part this is to support the activities that are being marginalised, like caring and loving and living. In part it is to support capacity-building for alternatives. In part it is to support forms of communal or educational governmentality that are rooted in an alternative imagining of HE, like that to be proposed by the Second Convention for HE. Here the autonomous imagination of staff, students, parents, community groups and graduates might enable us to shape what Dinerstein envisages as a concrete utopia.

The role of time is central in this. Time shapes productivity, intensity, and the creation of value. Disrupting and reclaiming time is a revolutionary act because it is about claiming that time for ourselves and our humanity. Reclaiming time in the face of the HE White Paper is a deeply pedagogic act. Perhaps the most radical pedagogic act we can imagine, because it is an intervention in the ways that we have been taught to experience or reproduce the world. Reclaiming time with others is potentially a way of enacting a slow-motion exodus from austerity and subsequently the domination of capitalist social relations. At issue is whether some form of horizontal organising through general assemblies, radical and collective research, and work done in public, can converge with vertical organising through trade unions and political parties, in order to reframe our collective and individual desires away from being willing slaves of capital. Or is it all we can do to drag our feet?

Here the logics of action must be more than our identities solely defined as teachers or students. They are rooted in class, identity, community, and social rights. They situate specific issues like indentured study or performance management or workload monitoring, against wider policies of austerity. Rather than waiting of an alternative political economy to emerge, the logics of action require an on-going rupture that is constantly reshaped by struggle and which is formative in that it emerges from below. In this way it is more likely to be representative of our humanity, rather than our increasingly cybernetically-controlled existence where our lives are routinely managed.

A key issue is where does our limited energy go in all this? Resisting on all fronts is an exhausting impossibility. Resisting whilst we try to live is also potentially exhausting. Can we resist where we have a lack of agency or control? How do we push back against the normalisation of metrics that feeds into the violence of aspiration, or the internalised desire to optimise our personal and familial outcomes, as they are set by the market?

  1. How do we work collectively inside and across institutions, and between teachers and students, to refuse the TEF? Or must we simply attempt to occupy and recompose the TEF?
  2. How do tenured academics connect to the concerns of precariously-employed staff, alongside indentured students and their families?
  3. How do we build and disseminate stories of the impact of the policies of austerity, in order to build the movement and the alternative?
  4. How do workers’ unions inside and across institutions, including students, academics and professional services staff, disrupt capital accumulation, and divert space and time to the idea of the public?
  5. How do we build a movement against standardised testing and metrics-driven education? How do we recover our humanity through connection to other campaigns?
  6. How do we connect our work inside institutions to other, concrete and local, social campaigns against austerity?

on the HE White Paper and academic practice

I

As I read the White Paper and the technical consultation on the TEF, I realise that I have spent so much time protesting the UK Government’s assault upon the collective, academic labour of the staff and students who work in higher education. I remember that I think of this as collective, associated labour, and yet the Government’s assault is driven by the human capital that can be accumulated and circulated by individuals and their families, or by universities as competing capitals. There is a different shape or form to the view of social relationships inside the university or inside the classroom that is articulated by those of us who see education as an act of love, as opposed to those who can only articulate it through the market and modes of incentivisation. And much of the White paper scopes a regressive space that wishes to marketise love and care if it must, or to marginalise them so that teaching intensity and student outcomes and data on future earnings can be optimised.

I remember that I wrote against learning gain and the ways in which data is used to kettle academic labour.

I remember that I wrote against the HE Green paper, situated through the Treasury’s Productivity Plan, in its obsession with teaching intensity.

I remember that I wrote some notes on saying no to the TEF, and then about the noose of student choice contained in the HE Green Paper.

And for a while I have been considering this in terms of the on-going proletarianisation of the University, in particular as it then relates to academic overwork.

And it is exhausting being against this wide-ranging assault on academic labour, academic practice, academic development, and academic identity. It is exhausting realising that their assault on the fabric of what we might refer to as public or social, and then later as a good, is the dismantling of the spaces that we once regarded as autonomous. Equally, it is exhausting bearing the brunt of their anger about our social, cultural, intellectual or oppositional capital. Knowing that their anger kettles our academic practice as staff and students. Knowing that their anger reshapes the funding, regulation and governance of the space, so that what we do has to be restructured so that it performs. Knowing that the marketisation of the space and the on-going demand for competition will force managers inside universities to recalibrate these as places for the expansion of value, and the production of surpluses, and the production of educational commodities.

And as a result, any attempt to push-back, so that education becomes an act of care, or a form of wider moral, pedagogic responsibility beyond the market, and beyond human capital theory, becomes increasingly difficult. In this moment the White Paper reveals a dominant position that stipulates improvement and enhancement as a functional imperative, shaped by employment and future earnings data.

And we remember that there have been evaluations of teaching and learning enhancement that view academic practice as a developmental and pedagogical activity.

there is evidence of strong institutional engagement with the national Enhancement Themes as a driver for development in learning and teaching and associated staff development. While there remains a need to encourage wider and more consistent staff engagement in this area, staff who are involved affirm the positive impact of such engagement. The combined impact of revised promotion criteria, clearer career paths and more strategic approaches to staff development is positive, and is contributing to improved staff development provision to encourage greater engagement with pedagogical and enhancement-led initiatives.

However, as a note on the WonkHE coverage of the White paper, Where is the ‘teaching excellence’ in TEF? argued, developing national enhancement themes or reflective practice is silenced. Or treated with silence, and silenced in the process.

This morning’s White Paper, though ostensibly focused on “teaching excellence”, will not attempt to support academics in developing their own teaching practice – there will be no research projects into HE teaching at a local or national level, and no attempt to understand or collate what makes for excellent teaching, either generally or subject by subject. The TEF is a stick to draw teaching into compliance with institutional and sector norms, not a carrot to encourage the sector to examine in an evidence based manner whether these norms are the right ones.

Today’s White Paper talks at length about teaching excellence, but it won’t support excellent teachers. Neither will it develop excellence in teaching.

This is a central point made by the Second HE Convention in their open letter (NOTE: which is still open for signatures):

Students are supposedly ‘at the heart of the system’, yet the quality regime proposed – the Teaching Excellence Framework – includes no direct measures of teaching quality. Rather it is designed to facilitate increases in fees,

As Andrew McGettigan argues, the White Paper distils the Government’s animus to the established higher education order, in order to focus on student/family choice and the role of challenger institutions, in disrupting complacent or ‘coasting’ institutions. This is its sole relationship to teaching quality, the learning environment and student outcomes.

‘The primary goal is to raise quality’ and the idea is that this is best achieved by having weaker institutions end provision, and stronger institutions replace them (this also applies to individual academics. Hence there is no mention of methods to help individuals improve).

The only issue apparently is to ensure that current students are protected: previously solutions to this conundrum included ideas about ABTA-style bonds, and the Green Paper cycled through a series of options: “an insurance policy, a bond, reserve funds, or Escrow accounts.”

There is no focus on academic practice or enhancement. There is only the signal that academics need to maintain their own career-ready capital, by becoming more entrepreneurial in retrofitting their work to the labour market outcomes of their students. As I note elsewhere this deterritorialises and then creatively destroys both the classroom and the relationships that exist within it.

It is impossible to reconcile the central conditions of the [White] Paper and the [HM Treasury] Productivity Plan to non-marketised/financialised pedagogic relationships. This is the prescribed direction of travel that frames the classroom economically though relations of production that subjugate people, as human capital that can be made productive through discipline.

As McGettigan notes of the context for the White Paper:

it’s hard to give any credence to these market reform measures if they are meant to advance quality: there is no explanation as to what they will be and what evidence supports them. We seem to be asked to ‘feel the radical commitment’, but it all seems rather to express an astonishing level of resentment against the history and autonomy of the established sector. BIS and the Treasury seem to have lost any perspective on what problems there might be in the sector and how they might be solved constructively.

So what is left for institutions, in navigating their way through this morass? The TEF assessment criteria on pp. 13-16 of the technical consultation, are outcomes-driven and functional, and leave limited space for reflective practice by individuals or teams. In fact, they will tend to catalyse a range of additional educational services that will affect academic workloads, related to mentoring, personal tutoring, employability, technological innovation, alongside the outsourcing or insourcing of others, such as study skills. These will become increasingly critical because they help delineate graduate work-readiness beyond the content of their degree, thus helping employers overcome issues of ability-bias and signalling (people who exhibit characteristics that the labour market values like a strong work ethic or sense of conformity tend to get more education. They will therefore underpin future metrics.

Further, as UCU have noted, the precarious and insecure nature of academic employment is a painful issue, in terms of developing careers and reward/recognition, and engagement with teaching quality and professional development. Increasingly, institutional context will matter here, because as the White Paper notes throughout, competition is the pivot for reform. Yet inside the system, this will be defined through competition and appeals to the choices made by students and their families.

By introducing more competition and informed choice into higher education, we will deliver better outcomes and value for students, employers and the taxpayers who underwrite the system (p. 8)

So academics and subject teams need to get their story straight for students/families, institutional managers, and for risk-based quality assurers

There are strong arguments to encourage greater competition between high quality new and existing providers in the HE sector (p. 8)

They need to do this as self-exploiting entrepreneurs because the White Paper notes

We must establish a robust framework for gathering the information to measure teaching in its broadest sense (p. 10)

TEF judgements will be made against agreed criteria by an expert peer review panel including employers and students, and based on a combination of core metrics and short institutional submissions (p.19)

Here the section on metrics in Chapter 3a and Annex C from p. 45 in the TEF Technical Consultation are key to the ways in which academics and institutions who wish/need to play along, can then respond.

The emphasis in the provider submission should be on demonstrating the impact and effectiveness of teaching and its outcome (p. 28).

This response is likely to shape any institutional/provider narrative (the short institutional TEF submissions) that enables competitive edge to emerge. And this is the critical moment in this White Paper – that the Government wishes to catalyse a higher education terrain solely defined by work/human capital and the production of value. Thus, the institutional context that will form part of the regulatory landscape will be shaped by this. How will academic teams or institutions describe to students/families and the sector how they “meet expectations”, are “excellent” or “outstanding”?

How they answer this will relate to the place of pedagogical or enhancement-related innovations inside institutional culture: as imposed and functional (training), or as developmental and reflective. This will then inform the renewal or restructuring of academic careers rooted in teaching, such that outcomes- and risk-based refocusing recalibrates progression through Post-Graduate Certificates, internal teaching excellence awards (including applications for readership/professorship by pedagogic practice), and then potentially national awards (if they still exist), alongside an institution’s relationship to the UK Professional Standards Framework. How will this outcomes- and risk-based refocusing, rooted in competition, connect to teaching innovation funding and projects? How will the professional identity or professionalism of academics be supported, rather than eroded as the University is proletarianised?

IV

The White Paper notes the complexity in trying to measure the effectiveness of teaching.

Other important aspects include weighted contact hours and teaching intensity. There is strong evidence that such factors make a difference to students: the HEPI/ HEA 2015 Survey showed that contact hours correlated with both student satisfaction and perceptions of value for money. However, we recognise that these are difficult to measure, if we are to capture the complexities of digital delivery, peer assisted learning and the difference made by both varying class sizes and the status of those carrying out teaching (p. 48)

Yet, in order to drive productivity academics and their managers are coerced into conformity, in order to reinforce hegemony. What we see is that the raft of proposals is an attempt to subsume academic life, so that it becomes more productive, competitive, entrepreneurial and atomised.

The real barrier of capitalist production is capital itself. It is that capital and its self-expansion appear as the starting and the closing point, the motive and the purpose of production; that production is only production for capital and not vice versa, the means of production are not mere means for a constant expansion of the living process of the society of producers. The limits within which the preservation and self-expansion of the value of capital resting on the expropriation and pauperisation of the great mass of producers can alone move — these limits come continually into conflict with the methods of production employed by capital for its purposes, which drive towards unlimited extension of production, towards production as an end in itself, towards unconditional development of the social productivity of labour. The means — unconditional development of the productive forces of society — comes continually into conflict with the limited purpose, the self-expansion of the existing capital. The capitalist mode of production is, for this reason, a historical means of developing the material forces of production and creating an appropriate world-market and is, at the same time, a continual conflict between this its historical task and its own corresponding relations of social production.

Revealing the ways in which the White Paper is part of a process of on-going expropriation and pauperisation, of everyday life, of academic autonomy, of care and love inside the classroom, of academic development, is a starting point.

What follows must describe and play-out the conditional development of the social productivity of academic labour, for an alternative set of values beyond the market and instrumental financialisation.

Here we might ask, what can we do in association to resist and refuse the disciplinary instrumentalism of the White Paper and the TEF?

What can we do in association with those struggling for labour rights like trades unions, or with cross-sector groups like the HE Convention/Campaign for the Public University?

What can we do in association to refuse the competitive urges of some university “leaders”?

What can we do in association to frame a counter-position that frames an alternative vision for higher education?

What can we do in association with other public-facing workers, in education, in health, in social care, and so on, to define an alternative vision for our collective work? Can we use this as a moment to define alternatives to the law of value as the organising principle for social life?


notes on social mobility and hierarchy in HE

This is a long post. It was written whilst listening to Springsteen’s Nebraska, which somehow became Springsteen’s The Rising, before I noticed.

ONE. Open intensity.

Elsewhere I have argued against teaching intensity that

The [Treasury Productivity Plan] places universities squarely in the frontline of [] restructuring around service redesign, workforce [efficiencies], and technology/data. Here the key is productivity that emerges from a freeing up of the market, so that capital and labour can flow between sectors or across sectors, and so that new associations of capitals or businesses emerge. Here service redesign is a function of HE providers working in partnership with hedge funds, publishers, technology corporations, and so on, so that capital can be reallocated. Productivity also emerges from efficiencies that emerge inside and across existing providers, whereby human capital might be reallocated. Critically, for the health of the economy as a whole, the Plan supports

disruptive innovators and ensures competitive pressure on the tail of low productivity firms. This requires an open economy with flexible and competitive markets, where expanding firms can access the labour, land and finance they need (p. 81).

Open intensity. A productive life. Life as work. The new normal.

What then followed was the proposed structural adjustment of HE to meet the needs of the Treasury’s Productivity Plan, as articulated through the HE Green Paper and the proposed TEF. This was rooted in the need to drive productive labour and entrepreneurial activity by institutions and individuals/families, in the generation of their own social and cultural capital. However, it was also grounded in the need to overcome ability bias that affects the decision made by employers (of the work-readiness of graduates), and the ways in which market/marketable signals are transmitted between individuals, HE providers and employers. Here the State’s ability to sponsor privatisation by opening up access to, and flows of, its aggregated data (in loan-books, tax data), is crucial.

Information about the quality of teaching is also vital to UK productivity. In an increasingly globalised world, the highest returns go to the individuals and economies with the highest skills. However, the absence of information about the quality of courses, subjects covered and skills gained makes it difficult for employers to identify and recruit graduates with the right level of skills and harder for providers to know how to develop and improve their courses. (p. 19)

TEF should also prove a good deal for employers and the taxpayer. The aim is to improve the teaching that students receive, which in turn should increase their productivity and help them secure better jobs and careers. It should enable employers to make more informed choices about the graduates they recruit… (p. 21)

This deterritorialises and then creatively destroys both the classroom and the relationships that exist within it.

And Warwick for Free Education also called this out.

Student choice’ is rendered little more than a token appeal and performative platitude within this context: which in truth reflects not an autonomy to manoeuvre within Higher Education as one wills, in pursuit of passions, creativity and personal flourishing, not a democratic control over the content of one’s education, but an ability to differentiate a selection of University options from a range of sophisticated branding and varying fees, functionalized by a value-for-money, career prospects oriented calculation.

TWO. Variable human capital and the rule of money.

The market-driven possibilities have been crystallising since the Browne Review. The desire for comparisons between academic abilities, and to evidence how participation in higher education contributes to human capital development, is almost overwhelming. However, comparisons between individuals, courses, institutions on a national and global scale reduce our pedagogy to their financialised data. For some time now, we have been informed that the market will decide, once the market has the data, grounded in student outcomes (learning gain), learning environment and teaching quality (excellence/intensity).

Learning gain measures… can also be used to support accountability, promote transparency and enable comparability of the outcomes of higher education (pp. xii-xiii)

Changes in financing of higher education have also served both to underline the importance of quality in higher education, and position student choice as a key concern for the sector. Students’ expectations in terms of their course and experience are increasingly becoming a concern of universities and policy makers, and institutions have sought to provide more information to prospective students on the value of degrees… (p. 2)

As McGettigan argues this is translated into policy that seeks to parasitise the idea of higher education by hyper-financialisation:

the transformation of higher education into the private good of training and the positional good of opportunity, where the returns on both are higher earnings. Initiation into the production and dissemination of public knowledge? It does not appear to be a concern of current policy. Such an anti-vision of higher education – let the market determine what should be offered – unfortunately meshes with a stratified higher education sector which mirrors an increasingly unequal society. (p. 2)

Potential applicants to colleges and universities will in future benefit from information on the ‘employability and earnings’ of each institution’s alumni and alumnae. I quote:

[The measures] will also help to create an incentive and reward structure at universities by distinguishing the universities that are delivering the strongest enterprise ethos and labour market outcomes for their students. (pp. 2-3)

If different degrees from different institutions result in very different levels of earnings for students with similar pre-university qualifications and from similar socio-economic backgrounds, then this might affect both student choice and policies designed to increase participation and improve social mobility. (p. 3)

THREE. Towards the quantified curriculum

This offers some context for this week’s Institute for Fiscal Studies report (Britton et al.) on How English domiciled graduate earnings vary with gender, institution attended, subject and socio-economic background. The report highlights its own methodological constraints, and these are noted by Louisa Darian: the researchers only explore institutional differences across Russell Group universities that agreed, [and] had sufficient sample, to analyse (19 out of the 24 total); the researchers did not ask universities outside of the Russell Group if they would participate; the research covers a sample of just 10 per cent of all borrowers since 1998 and cannot control for the location that the graduate is now located (important given local labour market variations); it doesn’t take account of those who drop-out of university, and excludes the 15 percent of students who don’t take out a student loan; it is unable to capture which graduates in the study undertook further education or training after graduation; it is unclear how less selective institutions, that pride themselves on the support they provide students to succeed in employment, compare against more selective ones; and there is limited exploration of the lower earnings of Creative Arts students.

However, the IFS’s research demonstrates a critical moment in developing a methodology to explore, and potentially further monetise, the connections between Government-owned student loan book data and income tax records, through an emerging connection to subject of study and institution, as well as demographic data about students. In this way it develops the work proposed by the Department for Business, Innovation and Skills (DBIS) in its Small Business, Enterprise and Employment Act: Education Evaluation fact sheet. Thus, Britton et al. argue that:

For the first time we use these administrative data to characterise the properties of earnings for sub-populations of borrowers (graduates) and shows how they vary by gender, degree subject and higher education institution.

This second approach can be used to provide a conditional estimate of the earnings of graduates from different institutions or taking different degree subjects, after controlling for differences in some key characteristics of the individual or the institution and is our approximation of a value-added measure of the university by subject. We are mindful however, that selection into degree courses will mean that our estimates are not going to tell us about the causal impact of a particular degree on earnings. Further we do not have detailed information about the education achievement or other characteristics beyond gender and age of non-graduates and hence, whilst we can compare graduate earnings to non-graduate earnings, we cannot calculate a formal rate of return on a particular degree. Instead we focus on measures of variation in graduates’ earnings that are themselves of considerable value.

As Liz Morrish notes elsewhere about the DBIS Education Evaluation Fact Sheet this approach enables policy-makers to display

a discursive masterstroke, with a chaining of ‘learning outcomes’, ‘performance data’, ‘accountability’, ‘interventions’, and then serving the whole salad up as a solution to ‘social mobility’. And [this] re-designates universities as mere factories for the production of labour inputs…

However, as Britton et al. highlight, the next step is to differentiate between such factories, and their value-added contribution. A critical issue is one of unintended consequences in that policy-making that is allegedly about the interrelationship between human capital and social mobility may tend to reinforce establish hierarchies and dominant positions.

researchers have not thus far been able to assess adequately how graduate earnings vary according to the university attended. Theoretically we would expect that different institutions may add different amounts of human capital value and hence influence students’ success in the labour market.

the current information available to students strongly under reports the diversity of graduate earnings across subject and institutional choices. This is likely to be more damaging for students who come from families and communities who are less informed about potential HE choices.

A second issue is one of ability bias and signalling (people who exhibit characteristics that the labour market values like a strong work ethic or sense of conformity tend to get more education). Havergal highlighted the importance of getting better data on the relationship between education, earnings and ability bias, in order to enable employers to make more informed judgements about who exactly had work-ready skills, rather than those who merely signal the possibility.

The generic, non-subject-specific exams will be trialled by the Higher Education Funding Council for England to evaluate whether they could be used to measure undergraduates’ “learning gain” – the improvement in skills and competencies made by students during their time at university.

The results of any nationwide standardised test could also be used to compare institutional performance, and may form a key metric in the planned teaching excellence framework.

As Britton et al. note, this matters because:

Estimating the causal impact of education on earnings is challenging, due problems with ability bias driving degree choice and the difficulty in separating the productivity value of education from its signalling value.

What is required in order to modernise higher education is more than the quantification of the student, in her relationship with their institution and course, but the quantification of her whole social and educational life history, so that her productivity/learning gain, and work readiness can be made available to prospective employers. A knock-on is the quantification of the curriculum, including the labour that flows through it and from which derives the surplus value (and profitability or productivity) of the institution.

One step that would be particularly helpful would be to link HMRC data to the National Pupil Database and data from the Higher Education Statistics Agency to enable us to compare students with identical school achievement who come from higher/lower income households and reduce ability bias. With this additional data will we be able to estimate models that better control for the individual’s own level of pre higher education achievement.

FOUR. Social mobility as self-exploiting entrepreneurial activity

The social capital of the family, as the purchaser of educational services commodified as a positional good, is central to the development of policy that asserts the importance of social mobility. This means more transparency over the flows of data about individuals and their own performance, and access to those data by service innovators and entrepreneurs. These latter include the individual student and her family, which needs to build its own social and intellectual capital, in order to succeed in an increasingly competitive market. This is not just the cognitive skills that HE provides, but is also the work-ready skills that are not measured by HE.

Over and above differential access to different types of HE, individuals’ socioeconomic background may also continue to have an effect on their labour market outcomes after graduation. This might be because students from more advantaged backgrounds have higher levels of (non-cognitive) skills (see for example Blanden et al. (2007)) skills that are not measured by their highest education level, or by their degree subject or institution. Alternatively, advantaged graduates may earn more because they have greater levels of social capital and are able to use their networks to secure higher paid employment. The literature on this is quite limited in the UK but does suggest that graduates from more advantaged backgrounds, particularly privately educated students, achieve higher status occupations and earn a higher return to their degree.

In order to succeed, the student and her family must become ever-productive, self-exploiting entrepreneurs.

This appears to be especially the case for women. In comparing Cambridge, Warwick and Southampton, it was noted that:

graduates from the University of Cambridge have the highest earnings for the upper part of the earnings distribution, with more bunching across institutions at the 50 percentile level. There is much more variation at the higher quantiles. The gaps between the universities seem more pronounced for men than for women…, an effect which we will see holds up for a wider set of [Russell Group] HEPs.

With caveats, Britton et al. then uncover emergent findings related to the following.

The differences between institutions are expected when we account for the differences in the background variables that influence earnings. Mean differences in earnings across most institutions are not sizeable once we take account of the fact that different types of student sort into different institutions. (p. 35)

The quantity of variation in graduates’ earnings within an institution. (p. 35)

The figures also illustrate the large gender gap prevalent for many institutions, particularly at the top end of the earnings distribution. (p. 35)

The very low earnings of graduates from most institutions at the 20th percentile of the distribution, although this low earning share is lower than we see in the non-university population. (p. 36)

A major issue for those concerned with improving social mobility is the extent to which students from lower income families are disproportionately likely to be found in these groups of much lower earning graduates. (p. 36)

Some very locally focused institutions may struggle to produce graduates whose wages outpace England-wide earnings, which include those living in London etc. (p. 36)

There are subjects where institutions matter a great deal in immunises the student against low earnings through their subject choice. For some institutions, subject choice really does matter, while for others, less so. (p. 38)

Within institutions, subject group choice is important, especially for higher earners, with LEM (law, economics and management) graduates having higher earnings than graduates in STEM or in OTHER subjects. (p. 39)

Although institutional effects are large in these data, institution choice does not fully insure people against low earnings. (p. 39)

Subject choice matters a lot in some cases, but much less so in others. Medicine and Economics stand out in particular in terms of their higher earnings (both are subjects with relatively few graduates), while graduates of Creative Arts and – to a lesser extent – Mass Communication tend to go on to achieve lower earnings. (p. 41)

The differences in earnings across subjects get compressed once we take account of the fact that graduates with different characteristics take different degree subjects at different institutions. (p. 45)

We conclude that there is clearly less variation in graduate median earnings by institution group once one takes account of student characteristics and degree subject. (p. 47)

Darian highlights three implications for policy related to: funding (the market responsiveness of institutions in subjects offered with implications for RAB charges); student choice (the information available through the TEF and Key Information Sets as a proxy of teaching quality and value-added); and social mobility (the role of social and cultural capital, disadvantage, and admissions policies). It also appears that there are class-based implications that intersect with issues of gender, ethnicity (and racial discrimination), and regional labour market disparities (see, Britton et al., pp. 48-52).

NOTE: the class-based implications that intersect with issues of gender and racial discrimination, feed into issues like UCU’s work on gender pay gaps and the work of collectives like Rhodes Must Fall. It is here that issues of hierarchy and hegemony need to be challenged as hyper-financialisation exacerbates social injustice in the university and the curriculum.

Higher education does not therefore appear to have eliminated differences in earnings between students from lower and higher income backgrounds… while the impact of coming from a high income background is strong right through the distribution, in particular it helps protect against low earnings, and provides much greater opportunity for much higher earnings. We reiterate that our approach here does not allow us to necessarily assign causality to these relationships, due to unobservable characteristics we are unable to control for, such as intelligence or degree classification. However, on the other hand, we believe our crude measure of parental income almost certainly biases the impact down.

This process of reinforcing hierarchy and hegemony and the individual, family, subject and institutional levels, is an echo of the warning of Wilsdon et al., in terms of research metrics. In particular, where institutions are competing for fine margins in income through selective student recruitment (a form of signalling), the indicators used to separate them may drive changes in academic supply and discipline academic labour with unforeseen circumstances.

[T]he use of such indicators is felt by many to risk reinforcing a hierarchical system of institutions that may lead to simplistic comparisons. Such comparisons are hard to justify when aggregate scores show statistically insignificant differences – indeed, an over-emphasis on a small set of indicators risks encouraging perverse behaviour within and across institutions. Comparisons between institutions may lead to an unhelpful focus on the ‘top’ universities worldwide and foster a narrow definition of excellence; such a focus is not likely to be relevant to the institutional goals of universities, where the balance of research and teaching, the geographical focus and disciplinary distinctiveness may vary considerably.

FIVE. The disciplining of academic labour

The labour rights of those who work in HE (students as well as staff) for whom earnings-related data further quantifies the curriculum through performance management, is becoming the defining issue inside the university. Britton et al. make a clear point in summary about supply-side issues and the flexibility of the academic labour market.

[I]nstitutions preferring to offer more places for lower cost courses since fees do not typically vary by subject. Staffing creative arts degrees is likely to be much cheaper than staffing degrees in Economics, Law and Maths and Computer Science. These findings have implications for our understanding of the nature of subsidy of higher education. Given the relatively low earnings of graduates with degrees in some subjects, the level of public subsidy for these graduates is likely to be greater than for other graduates in other subjects, such as economics, even given the lower costs of provision for some subjects as compared to others. Making this explicit when considering the shape of higher education and in particular where any further expansion might take place would seem important.

This brings us back to the DBIS Education Evaluation Fact Sheet, which noted that the process of linking datasets would enable “a much richer understanding of the impact of education and family income on labour market outcomes and develop a better understanding of social mobility”, alongside broadening “the range of information available to parents and students”. Crucially:

The measures will enable information on earnings and employability to be evaluated more effectively which will inform student choice. This data, presented in context, will distinguish universities that are delivering durable labour market outcomes and a strong enterprise ethos for their students.

This signals the subsumption of academic labour under a barrage of new public management techniques for internalising control and producing value. This catalyses ongoing sets of research outcomes that are predicated on, and which further predicate, the financialisation of education, through the ongoing market-orientation of pedagogic practice. This foregrounds the generation of a bureaucracy for impact, learning gain, teaching excellence, underpinned by strategies for enterprise and employability, with new forms of quality assurance rooted in those same predicates.

The issue then is whether teachers accept the enforced internalisation of value-added related to employability and enterprise. A risk here is that academics are led towards learning gain, and fail to notice the noose of financialisation that is being prepared, and that our hopes for enriched learning outcomes form the market’s means of hedging against future performance. Equally, there is a risk that they are disabled in addressing the ongoing reproduction of hierarchies across society and within the HE sector. Here the ramifications that HE reinforces dominant positions that are gendered, racialized and class-driven needs to be confronted. Against this, existing and emerging corporate work on learning gain, productivity and value-added, enterprise and employability, and teaching excellence, underpin the process of hyper-financialising education. If they fail to address this fact, academics risk forgetting that this is about the labour rights of students as well as themselves.

This matters because, as McGettigan notes

the coming wave of ‘education evaluation’, threatens to supplant traditional understandings of universities as communities advancing public knowledge. Current regulations governing the awarding of degrees aver that standards are maintained and safeguarded only by the critical activity of the academic community within an institution. It will be harder and harder to recall that fact

This post was written whilst listening to Sharon van Etten’s Glastonbury set from 2015.

One: Preamble

This is a post about the proletarianisation of the university. This is a post about the exploitation of our labour-time. This is a post about how the political economics of higher education determine the annihilation of our souls because the very humane values we believed that we would live by have become fragmented and restructured by competition. Have become fragmented and restructured for value. This is a post about how our tears matters because they are the way in which our souls express solidarity with ourselves and those of others. This is a post about how we may lament that it was otherwise, when instead the abolition of the present state of things is our only alternative.

TWO: Broken

There is a different tenor of narrative emerging. Sets of narratives about how our whole, academic existence bleeds our souls in the name of value. Performance anxiety that bleeds our souls in the name of value. And so Liz Morrish has described how

This week I chose to open up to students about the relentless stress faced by academic staff in universities. Enough of the omerta, the conspiracy of silence.

What made me do this? Well, I have watched one after another of my colleagues taking sick leave, seeking help from the occupational health service, reporting loss of sleep or just looking exhausted.

I see the quitlit of academics daily. It is everywhere. I see the recounting of how the ongoing pain of academic reproduction, the constant reinvention of the academic Self in Student Satisfaction scores, relentless research publication and scholarship, entrepreneurial activity and knowledge transfer, workload management, performance management, is obliterating a meaningful life. This is overwork that obliterates the possibility that the academic might reproduce herself socially, because there is no time for care of the Self. That time is academically unproductive; unproductive for a life that is for work. And yet it also demands a level of productivity that is never enough. That can never be good enough. As Siobhan O’Dwyer argues

When your ongoing employment hangs on the outcome of a fellowship application that has a less than 20% success rate, it’s easy to abandon self-care in favour of working nights and weekends to increase your chances. When moving interstate or overseas is the only way to pursue your vocation, it’s hard to maintain a relationship or a sense of self. Almost every academic I know is either overweight, living with a mental illness, or has an autoimmune disorder. Those who’ve been lucking enough to avoid these things tend to be single, childless against their will, or in unhappy marriages. Almost all are financially worse off than their same aged, non-academic friends.

And this vocation is parasitic on the souls of staff and students, so that, as Liz Morrish continues, it enforces internalised overwork that then manifests itself as illness.

I told [my students] you could work 60 hours a week, never take a holiday or weekend off, have internationally regarded publications – lots of them, write textbooks, be a great teacher, and managers will still ask for more. And more.

I told them you are measured only by what you have not managed to achieve, not what you have achieved, never mind how valuable or prestigious.

I told them about the effects of long-term stress on the mind and body.

And Plashing Vole has outlined what this looks like in his 13 hour day. And a millennium ago, or so it seems, I explained how, in spite of and because of deteriorating mental health, I just had to keep on being productive. And Siobhan O’Dwyer argues that

you’ll understand why I put everything I owned in boxes and got on a plane when I was offered a permanent academic position in the UK. Although the move will set me back financially and require me, once again, to build a life from the ground up, it’s a small price to pay for certainty and the opportunity to pursue my passion for research and education at an international level.

Just look at what they make us give.

THREE: movements

I wonder how these narratives, which illuminate solidarity between staff and students, become more than moments of solidarity? How do they become movements of solidarity? As Kate Bowles argues academic narratives are important:

because our role is to educate, it really matters how we manage our own working. Whatever we speculate in marketing or curriculum about the future of work, the practice we model to students everyday is how we occupy our own jobs now.

If the expectations of academic pace and productivity are making work unsafe for some, shouldn’t we look harder at the values of the institution that causes these pressures to seem reasonable to anyone?

And the dissonance between values and pressures underscores protests by students at the University of Reading about their current Professional and Administrative Services Review of non-academic roles, as the University responds to a £14.8m deficit. As Niall Hamilton reports:

Today students and staff from University of Reading united in solidarity against job cuts happening across campus. Management at the University of Reading, under the PAS review, is currently targeting over 1,500 crucial but non-academic jobs.

About the same review, Nathan Hyde comments that:

The controversial £36 million review has prompted the university to adopt a new centralised operational model for administrative services and streamline those services by altering hundreds of job roles, offering voluntary severance packages and making redundancies.

Meanwhile at the University of Birmingham, values and pressures collide where there are ongoing threats of redundancies, in spite of surpluses being generated.

Dr Roland Brandstaetter , said: “We cannot see an end of this avalanche of proposed redundancies. Every few months, the University adds another unit. While we are negotiating on the avoidance of redundancies more and more individuals are added to the list of proposed dismissals. We are exhausting all negotiation options and soon we will have no other choice left than to ballot for industrial action. The stress levels staff members are exposed to are not acceptable any longer. I am seriously worried about the wellbeing of staff at the University of Birmingham.”

Is there a potential for a movement against exhaustion that might spill-over national boundaries? There are reports of 100 redundancies at Robert Gordon University in Aberdeen. And the Teachers’ Union of Ireland is concerned that the enforced mergers through the proposed Technological Universities Bill will damage staff.

We remain gravely concerned about the potential consequences of this Bill given the current crisis of underfunding, understaffing and precarious employment in the institutes.

I wonder if it is possible, in the face of this assault on academic identity that is enacted through time and performance, to imagine a more general transformation of social relations. To work for the abolition of the academic labour that we fetishize as much as our managers. To work for this abolition as we work for the abolition of wage-labour in general.

FOUR: the rule of money

And we know from our reading of McGettigan, and our reading of Universities UK assessments, and our reading of the HE Green Paper, that the rule of (value for) money dominates our academic existence. And I remember what Engels wrote on the Condition of the Working Class in England:

I have never seen a class so deeply demoralised, so incurably debased by selfishness, so corroded within, so incapable of progress, as the English bourgeoisie; and I mean by this, especially the bourgeoisie proper… For it nothing exists in this world, except for the sake of money, itself not excluded. It knows no bliss save that of rapid gain, no pain save that of losing gold. In the presence of this avarice and lust of gain, it is not possible for a single human sentiment or opinion to remain untainted.

Frederich Engels. 1845. The Attitude of the Bourgeoisie to the Proletariat.

The instantiation of money for our social relations drives competition between academics, between academics and professional services staff, between academics and students, between subject teams across universities, between higher education institutions, and so on. Competition for students, over scholarly publications, and most importantly, over time, so that we have no control over the surplus time that the University demands from us, and that the university seeks to manage though workload planning, absence management, performance management, teaching/research excellence. As a result, their domination of our academic clock-time becomes a means of internalising entrepreneurial activity.

Competition is the completest expression of the battle of all against all which rules in modern civil society. This battle, a battle for life, for existence, for everything, in case of need a battle of life and death, is fought not between the different classes of society only, but also between the individual members of these classes. Each is in the way of the other, and each seeks to crowd out all who are in his way, and to put himself in their place. The workers are in constant competition among themselves as are the members of the bourgeoisie among themselves. The power-loom weaver is in competition with the hand-loom weaver, the unemployed or ill-paid hand-loom weaver with him who has work or is better paid, each trying to supplant the other.

I remember from my reading of Capital that the technological and organisational innovations being enforced on higher education are a desperate outcome of the logic of competition, which itself demands the development of the productive power of labour and an attrition on the costs of labour. We witness an increased technical composition of an individual capital or business, like a university, as a response to the need to increase surpluses (as a form of accumulation). This puts further pressure on the demand for labour, as investment in physical and virtual estates, and technological innovation in services, rise. As a result, there is a flow between:

  • the need for universities to compete and to remain productive through technological and organisational innovation;
  • the ability of universities to drive down the labour-time for assessing/teaching/publishing compared to competitor institutions, so that it can maintain competitive advantage;
  • the concomitant rise in casualised or precarious employment, because by driving down labour costs university senior managers buy a greater mass of labour power or ‘progressively replaces skilled labourers by less skilled, [and] mature labour power by immature’;
  • changes in the technical conditions of the process of academic production (through digital innovation, new workload agreements, and so on), which enable new accumulations of surplus academic products to become additional means of production. This drives new markets, or internationalisation or digital learning strategies, and offers the possibility of throwing academic labourers from one sphere of production (the university) into new ones (private HE providers or alternative service providers);
  • the ability to sustain surpluses, as concentrations of accumulated wealth, in part by forcing academic labour to set in motion more means of production, in order to reduce the relative size of its labour costs, and even worse to become self-exploiting entrepreneurs;
  • the ‘accelerated accumulation of total capital’ required to absorb new (early career) academic labourers or even those already employed, through the constant revolutionising of the means of production and the search for new markets for expanded cycles of accumulation; and
  • the drive to centralise and monopolise the production, circulation and accumulation of academic value (through league tables, enabling market exit, and so on), which changes the composition of capital by increasing the constant, technical parts (the estate) and reducing the variable costs of labour).

These [academic] labourers, who must sell themselves piecemeal [in their teaching, assessment, feedback, research, scholarship, knowledge exchange], are a commodity, like every other article of commerce, and are consequently exposed to all the vicissitudes of competition, to all the fluctuations of the market.

As Marx notes, this tends to create a surplus, precarious population.

it is capitalistic accumulation itself that constantly produces, and produces in the direct ratio of its own energy and extent, a relatively redundant population of labourers, i.e., a population of greater extent than suffices for the average needs of the self-expansion of capital, and therefore a surplus population.

FIVE: overwork

Increasingly abstract time dominates academic labour: the 50-minute hour; the four-week turnaround for feedback on work; being always-on through tethered technologies; the production of journal articles and books; the production and circulation of learning materials; the production and circulation of assessments and feedback; the exchange of ideas as commodities; the governance of production and circulation by intellectual property, patent and copyright law. A value-chain that is real and virtual, and governed by abstract time whilst its temporalities are regulated by the cultural space/time of student-as-consumer.

Abstract time dominates the life of the University as academic labour is really subsumed and recalibrated by capital. As the products of academic labour are re-constituted as commodities, academic labour is disciplined by impact, performance management and internalising league tables and satisfaction scores. The focus becomes less the concrete labour that produces a journal article or a podcast or a report, but the value that can be extracted from those products as they are exchanged through research funding or knowledge transfer or the fees that accompany student retention, and then realised through the accumulation of wealth.

Amongst others, Adam Price asks How much do our academics work? and highlights that some staff are keeping and sharing informal tallies of their time on task, as evidence of academic overwork. And yet we need to be careful because managers need evidence of time spent on task in order to drive down the socially-necessary labour time for specific activities. Because, if they can evidence that she can turn scripts around in 15 days, why do you take 16? Or if they can evidence that we can turn scripts around in 15 days, why would you wish to study somewhere it takes 16?

And as a result of this domination of abstract time, and of the compulsion of managers to drive down socially-necessary labour time, overwork redefines academic life.

The overwork of the employed part of the working class swells the ranks of the reserve, whilst conversely the greater pressure that the latter by its competition exerts on the former, forces these to submit to overwork and to subjugation under the dictates of capital. The condemnation of one part of the working class to enforced idleness by the overwork of the other part, and the converse, becomes a means of enriching the individual capitalists

In the academy, overwork is a function of, first the threat of cheaper labour, be it international or domestic and precarious, and second senior managers’ demands that we become perpetually efficient. That we are able to reinvent ourselves over-and-over, to do the teaching, preparation, assessing, feedback, knowledge transfer, curriculum design, scholarship, and so on, of multiple academics. To internalise the academic division of labour, that demands superhuman, entrepreneurial possibilities, or our reduction to cheapened, precarious teaching or research assistant, or project manager, or whatever. And we know that in the latter case, where the academic is unable structurally or personally to deliver superhuman capabilities, their labour risks becoming simplified and worthless.

And in the attempt t become superhuman, we generate and offer-up our own surplus labour time to the university. This is a desperate attempt to remain on-side, and the university as business, as competing capital, takes this as central to its model for grounding growth and competitive edge through exploitation.

Let us assume that the average necessary labour time = 10 hours, and that the normal surplus labour = 2 hours, hence the total daily labour time of the worker = 12 hours. Now assume that the capitalist sets the worker to work for 13 hours a day during 6 days of the week, hence 1 hour over the normal or average surplus labour time. These 6 hours amount to 1/2 working day in the week. Now one has to take into consideration more than this surplus value of 6 hours. In order to appropriate 6 hours of surplus labour, the capitalist would under normal conditions have had to employ 1 worker for 3 days or 3 workers for one day, i. e. he would have had to pay for 30 (3 × 10) hours of necessary labour time. With this daily extra hour of surplus labour he obtains half a day of surplus labour a week, without having to pay for the 3 days of necessary labour time he would have had to pay for under normal conditions, so as to appropriate the 6 hours of surplus labour. In the first case a surplus value of only 20%; in the second, one of 30%; but the last 10% of surplus value do not cost him any necessary labour time.

They need our overwork. Our surplus labour time. Our exhaustion. Our internalised precarity. Our anxiety. In the face of the threat of restructuring and redundancy, they need us to internalise and reproduce their exploitation. To make their exploitation our means of academic reproduction. So that we truly become self-exploiting entrepreneurs. Because in such a high-status game, what could be worse than becoming worthless? And the double-bind is, for all the narratives of academic distress and quitlit, for all the stories in search of solidarity, that our overwork is a function of their marketised and financialised competition. It reduces us so that academic competes against academic, in order to reduce socially-necessary labour time, and to immiserate academic labour conditions further.

Furthermore, to the same degree in which the division of labour increases, is the labour simplified. The special skill of the labourer becomes worthless. He becomes transformed into a simple monotonous force of production, with neither physical nor mental elasticity. His work becomes accessible to all; therefore competitors press upon him from all sides. Moreover, it must be remembered that the more simple, the more easily learned the work is, so much the less is its cost to production, the expense of its acquisition, and so much the lower must the wages sink – for, like the price of any other commodity, they are determined by the cost of production. Therefore, in the same manner in which labour becomes more unsatisfactory, more repulsive, do competition increase and wages decrease.

The labourer seeks to maintain the total of his wages for a given time by performing more labour, either by working a great number of hours, or by accomplishing more in the same number of hours. Thus, urged on by want, he himself multiplies the disastrous effects of division of labour. The result is: the more he works, the less wages he receives. And for this simple reason: the more he works, the more he competes against his fellow workmen, the more he compels them to compete against him, and to offer themselves on the same wretched conditions as he does; so that, in the last analysis, he competes against himself as a member of the working class.

Saying no. Refusing work. Working to rule. How else to demonstrate solidarity?

SIX: social reproduction

And the stories are worse, because we know that academic overwork damages our wider social relationships. Our overwork squeezes the space and time available for the reproduction of the Self. It distorts the ability we have to care for ourselves. To clean, feed, love, nurture ourselves and those around us. So that, time-poor, we outsource so many of our needs or those of our families. So that work and accumulation colonises our care as well, and our souls are more fully lost to us in this ‘brutalising condition’ (Engels, The Condition of the Working Class in England). As Sylvia Federici states

while production has been restructured through a technological leap in key areas of the world economy, no technological leap has occurred in the sphere of domestic work significantly reducing the labour socially necessary for the reproduction of the workforce.

We are brutalised through the compartmentalisation and fragmentation of ourselves as academics or teachers or researchers, which reduces our humanity, and which is a result of our desperate urge to be socially productive. And so we help to conjure up new forces of production, through technology and organisation and innovation, which in turn further our exploitation and reduce our ability to take care of our social reproduction. This is an academic arms-race that we cannot win.

And here the terrain of the personal narratives noted above connects in-part through academic time. These narratives open-up the possibility that we might discuss a reduction of academic competition and overwork, in relation to academic time and the socially-necessary labour time of academic work, and the abolition of wage labour and exploitation itself. As Jehu notes:

Since the competition within the working class is over who will sell her labor power to capital, as a practical matter a reduction of hours would reduce the competition within the working class. But it could not reduce working class competition without also reducing capitalist profits. The working class thus not only must overcome competition within its ranks to reduce its hours of labor, the reduction of competition within the working class makes possible the end of wage labor itself. The reduction of hours of labor is just the periodic expression of the movement to end wage labor in its entirety.

Because the flipside is the need to internalise and incorporate the kind of employability bullshit that focuses on depersonalising (dissociating?), picking yourself up, brushing yourself off, and generating your own internal value (moving forward). Or, as Siobhan O’Dwyer notes, generating uncertainty as an acceptable form of academic post-traumatic stress disorder.

But here’s the thing: I still don’t feel certain. Twelve years of uncertainty and instability has taken its toll. Multiple moves have taught me never to get too comfortable; to not recycle the packing boxes but instead keep them at the back of the closet. As a result of the unpredictable mix of fellowship successes and rejections, I have internalised the message that I am not good enough. Too many ‘down to the wire’ moments –  in which I was forced to wait until just a few  weeks before a contract ended to find out if I would have another – have made me question my worth. And so I keep waiting for the other shoe to drop. I keep wondering why they hired me. I hesitate to buy new clothes or appliances, knowing they’ll max out the 30kg luggage allowance if I have to move again. I was genuinely confused when my new boss suggested I spend my first few weeks “just getting to know people.

Perhaps, as Amy Wendling notes, academic time appears to be our everything and must be made nothing. No thing at all. Our fetishized academic existence annihilated, so that we might return to some alternative form of intellectual, physical and humane existence.

[I]n the communist future, which is not subject to the calculus of value, time must diminish in importance. When we extrapolate Marx’s visions of free time, therefore, we must not only envision the lengthening of the disposable hours the worker marks between short stints of productive labor. I wrote this as I listened to Ones and Sixes, by Low.


ONE. A smokescreen

In an important echo of the academic labour protests of 2010-11, the collective Warwick for Free Education argue On the Politics of Consultation that “The Green Paper consultation is a charade… serving as a smokescreen to conceal the upward redistribution of wealth operationalized by market mechanisms.” In particular, they provide a mirror to the idea that the Green Paper realises ‘student choice’ as a socially-useful driver. In fact, what is shaped by the Green Paper is a reductionist, rationalist view of the student as a purchaser of educational services-as-commodities. This shaping has remained relatively unchallenged across the sector by established positions and hegemonic groupings (such as UUK, university mission groups, competing vice-chancellors and so on), although there has been meaningful dissent and the definition of alternatives from inside academic communities.

What this focus on student choice in the Green Paper then highlights are the asymmetrical power relations that exist in this struggle over both the shape and the soul of higher education. Those who work within the sector (fractions of the total population of both students and staff) are faced down by global networks of policy-makers, finance capital, the purveyors of educational services, alongside those working inside the sector who believe that there is no alternative, and that this employability strategy or that consumerisation policy will save us. Even worse, in these asymmetries too many of us remain blind to the painful realities of precarity and debt that infect our academic society. Moreover, this is all framed by national/transnational regulation, for instance through the competition and markets authority (CMA) and the impending Trans-Atlantic Trade and Investment Partnership (TTIP).

And the noose of student choice tightens.

Student choice’ is rendered little more than a token appeal and performative platitude within this context: which in truth reflects not an autonomy to manoeuvre within Higher Education as one wills, in pursuit of passions, creativity and personal flourishing, not a democratic control over the content of one’s education, but an ability to differentiate a selection of University options from a range of sophisticated branding and varying fees, functionalized by a value-for-money, career prospects oriented calculation.

As a result, we are left with a vacuous academic politics that has its forms and content hollowed out, in a moment where national attempts at collective refusal lack the energy that erupted post-Browne (although strands are maintained by the Campaign for the Public University, UCU, the Campaign for the Defence of the British University and so on), so that finding collective spaces to push-back becomes difficult. Finding the energy to push-back is then constricted because academic labour increasingly faces struggles on a local level as university bureaucracies recalibrate institutions as competing businesses. This includes disciplining the workforce through new workload agreements, absence management policies, and the use of technologies that increase the consumerisation of the student experience and that reduce academic-agency. It also includes performance-management through increased metric-stress (NSS, TEF, REF) and the devolved responsibility for league table positions that internalises innovation-overload. One of the results is increased anxiety and an inability to respond to the myriad harms that are inflicted on the sector, like the removal of the disabled students’ allowance, the removal of bursaries for student nurses, or the increasingly precarious employment terms for many staff.

In the face of such local and national redefinition of the terrain on which higher education operates, the Green Paper presents a world that appears lost because there is no space for any alternative, except at the margins. As a result the proposed consultation is at best “technical” in nature.

[T]he entire façade of consultation is unravelled as little more than a superficial tapping in to the already most privileged voices within a policy framework fixed in principle and intention but malleable on some technicalities. It is an ostensibly equitable process of debate which is situated on the terrain and terms of the powerful. Again, the language of ‘choice’ betrays itself here, never entailing the determination and formation of our education in accordance with student voices, but simply the expression of those voices by proxy through the market and elite figures, borne out by the patronising assumption that we as students do not know what is in our best interests, but that those decisions are best rendered by the (unstable, destructive, prone-to-crisis) market.

Indeed, there is little opportunity or capacity to raise an opposition in principle or totality to the Green Paper, to challenge the essential notion of the market provision of education. Instead the questions are leading, inaccessible, naturalising of market mechanisms, and intended to advantage voices already situated within positions of power.

TWO. Refusal

I find myself increasingly disabled from responding, and I feel anxious about this. I feel that I do not wish to waste my energy, or to legitimise their acts of destruction by co-operating with them and their political theatre. However, the very act of refusal has to be reinforced through acts of creation, in engagement with work on the Co-operative University or with local, alternative educational projects, or through solidarity between student unions and trades unions, or by direct work with trades unions on campus, or at the Second Convention for Higher Education.

In my own struggles to engage, I feel parallels with Carl Death’s work on climate change summits as theatre and exemplary governmentality. He argues that:

the symbolic, performative and theatrical roles that summits play in persuading global audiences that political elites are serious about issues such as sustainable development or climate change are a crucial element of their continued prominence. In this sense, they are a key technique through which ‘advanced modern capitalist consumer democracies try and manage to sustain what is known to be unsustainable’ through ‘the performance of seriousness’ and symbolic politics (Blu¨hdorn and Welsh 2007, p. 198).

Consultation must be seen to be done, in order to legitimise power, and as a result it becomes a very specific form of performance. Thus, engagement with consultation risks reinforcing dominant hierarchies and hierarchical relationships, and concomitant established privileges and rationalities. As Death continues:

These dangers include their questionable efficacy in addressing some of the structural and discursive power relations which have produced the contemporary crises of environment and development, as well as their reliance on a highly individualised model of political agency, the sidelining of more democratic and collective forms of politics, and the disciplining of political participation towards norms of consensus and cooperation.

Critical, dissenting and conflicting forms of engagement are less valued or useful within this rationality of government, and protestors are, therefore, likely to be marginalised and criminalised.

My own position on the Green paper was developed in the immediate aftermath of its publication, and focuses on the specific amplification of productivity and teaching intensity, which appear to have received little attention elsewhere. I am Against teaching intensity.

We are therefore pushed towards the acceptance of further state-sponsored privatisation of HE. This is not re-imagining the university through learning, teaching or pedagogy, but an unmaking of the university in the name of service redesign, workforce restructuring/efficiency and global, high-tech enterprise. This is HE deterritorialised for productivity, so that only those [academics, students, institutions] ‘that innovate and present a more compelling value proposition to students will be able to increase their share’ (p. 54). As a result what emerges from the Green Paper is an assault on collective work: the collective work of students unions; and of the collective work of students and staff as academic labour. Instead we are forced into asymmetrical relationship to the reality of our fetishized and rugged individualism in the market. Here our pedagogic decisions and the relationships that flow from them are to be governed by the TTIP, the CMA and the proposed Office for Students.

I argue that it is increasingly important to situate the revolutionising of higher education by successive Governments socially, against wider and increasingly desperate attempts to generate productivity and to stave off crisis. In this, I ask whether the concepts of social strikes and directional demands might enable us to refuse our subjugation under consultations that are smokescreens.

to situate the restructuring of HE against other social strikes and directional demands, forms one means of pushing-back against the ideas of teaching excellence intensification and of staff/students reduced to human capital… common struggle is critical in refusing the precepts of the Green Paper. Such common struggled would join with those who are calling for refusal of TTIP, beyond education and in terms of other social goods like healthcare. It would connect intergenerational refusals of debt and indenture, which are shackling families with debt so that they become competitive rather than co-operative. It would connect with others who are precariously employed, in order to work-up moments of refusal and negation, and to demonstrate alternatives.

This doesn’t negate extending refusal to the terrain of higher education, and for revealing the reality that

It is impossible to reconcile the central conditions of the Green Paper and the [HM Treasury] Productivity Plan to non-marketised/financialised pedagogic relationships. This is the prescribed direction of travel that frames the classroom economically though relations of production that subjugate people, as human capital that can be made productive through discipline.

At issue is how to connect opposition to teaching intensity and learning gain, to rent strikes and labour relations/rights inside the University (including those of students), alongside the fight for living wages and pension rights for professional services staff, and then beyond to the complex and heterogeneous global struggles for liberation. This means that ‘a lot of things need to be changed on the ground in order for a massive economic and political transformation to be possible’ (Steven Shaviro). But we have to begin somewhere.


THREE. Something more urgent.

I am also anxiously aware both of what is missing from the Green Paper, and of our inability to recover those missing strands, and this also makes me recoil from the consultation. In particular, COP21 followed closely on the Green Paper’s publication, having been signalled for months as a critical moment in the global struggle for a habitable ecosystem/ecology/metabolism/planet. Yet, the idea that higher education might contribute to a response to socio-environmental crises is nowhere to be seen. Here the smokescreen prevents us from seeing the catastrophe unfolding, because we can only respond to the parameters set by learning gain and teaching excellence intensity.

Our obsession with economic productivity and competition, alongside the invisible hand, student choice, and academic performativity, disables the core functions of higher education to contribute solutions to anthropogenic forcing. This is notwithstanding the research and scholarship that goes into the work of the Inter-Governmental Panels, alongside projects like Making Science Public, the actions of academic activists, and so on. At our core, what is our response to James Hansen’s articulation that “[The Paris Agreement is] a fraud really, a fake. It’s just bullshit for them to say: ‘We’ll have a 2C warming target and then try to do a little better every five years.’ It’s just worthless words. There is no action, just promises. As long as fossil fuels appear to be the cheapest fuels out there, they will be continued to be burned”?

The core of our labour inside higher education matters, because as Johanna Oksala notes in The Paris Climate Deal: Just Words?

To get to the promised 1.5°C would require either sucking back green house gases already in the atmosphere with technologies that are, for all practical purposes, non-existent, or achieving a near-complete decarbonization of the world economy in the next couple of decades. This would mean no gasoline-fueled cars, no oil-fueled ships or planes, and no coal-fired power plants by 2050.

How can higher education respond to this proposed re-engineering of the economy, when the only frame of reference we have is competitive rather than co-operative? How can higher education respond to COP21’s recognition of the need to divest from fossil fuels when its core business is predicted on consumption and future carbon emissions? There is no alternative to the acceleration of business as usual. In a depressing echo of the Green Paper’s obsession with the market as arbiter of the allocation of resources, including people, Oksala notes:

It doesn’t even matter much what governments do; what matters is how the markets behave. The Paris deal is essentially an attempt to stop the climate change with the same means that are responsible for causing it: free-markets and their superior ability to provide information and allocate resources in a way that no political process ever could. The optimism of the Paris deal is grounded on the redemptive power of the invisible hand.

Debunking this myth has to be the real target of our criticism. The capitalist world economy is structurally reliant on constant economic growth and cutthroat competition between companies and nations. Giving up cheap energy, cheap food and cheap raw materials is fundamentally against its logic. If we are genuinely going to tackle climate change in a way that has at least some semblance to justice on a global scale we can no longer afford to have economic growth as the goal of good government in the overdeveloped countries, but have to fundamentally restructure our capitalist economies. We have to make a controlled transition to degrowth and promote the accompanying expansion of activities not governed by the pursuit of maximum economic productivity and profit.

While we would all love to believe that stopping climate change implies exciting innovations and creates new jobs, realistically, the transition to decarbonized societies cannot be presented as an option motivated by the economic opportunities it affords. The hard truth is that it necessitates real costs, sacrifices and painful choices, at least in the global North. The most serious hypocrisy represented by the Paris deal is not the empty promises, but the fact that no politician is prepared to admit the inherent connection between constant economic growth and climate change.

If climate change is a systemic problem rooted in the production, circulation and accumulation of capital (or human activity), then how we decide and reproduce its infrastructure, how we use available resources (energy and carbon), and how we consume the world is critical. This includes the role of higher education and the place of universities in that definition. Yet the political options inside the Green paper give us no boundaries for alternative, collective, social practices, or alternative, co-operative ways of reproducing the world. It offers us no collective hope. Even worse it cannot do so because education is folded inside multilateral trade agreements such as the TTIP.

And I reflect on the fact that Alberto Saldamando argues that

The Paris accord is a trade agreement, nothing more. It promises to privatize, commodify and sell forested lands as carbon offsets in fraudulent schemes such as REDD+ projects. These offset schemes provide a financial laundering mechanism for developed countries to launder their carbon pollution on the backs of the global south. Case-in-point, the United States’ climate change plan includes 250 million megatons to be absorbed by oceans and forest offset markets. Essentially, those responsible for the climate crisis not only get to buy their way out of compliance but they also get to profit from it as well.

How does the Green paper enable us to address this, in its acceleration of our productivity, and the amplification of our obsessions with entrepreneurial activity, employability, internationalisation, metricide, and the market?


FOUR. Saying and doing “no”.

Because I want to say no. There is something more urgent. I want to let the Green paper through my fingers and to revisit the IPCC’s Climate Change 2014 Synthesis Report Summary for Policymakers. I want to revisit the realities of business-as-usual (the constant revolutionising of production and consumption) in light of this reality

Anthropogenic greenhouse gas emissions have increased since the pre-industrial era, driven largely by economic and population growth, and are now higher than ever. This has led to atmospheric concentrations of carbon dioxide, methane and nitrous oxide that are unprecedented in at least the last 800,000 years. Their effects, together with those of other anthropogenic drivers, have been detected throughout the climate system and are extremely likely to have been the dominant cause of the observed warming since the mid-20th century. (p. 4)

I want to question whether the core business of precarious and indentured productivity and teaching intensity in higher education can continue given that:

Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems. Limiting climate change would require substantial and sustained reductions in greenhouse gas emissions which, together with adaptation, can limit climate change risks. (p. 8)

Anthropogenic GHG emissions are mainly driven by population size, economic activity, lifestyle, energy use, land use patterns, technology and climate policy. (p. 8)

I want to question how our internationalisation strategies and our coming subsumption under TTIP enables us to adapt to the reality that:

Climate change will amplify existing risks and create new risks for natural and human systems. Risks are unevenly distributed and are generally greater for disadvantaged people and communities in countries at all levels of development. (p. 13)

How does re-gearing higher education around productivity and teaching intensity enable us to adapt to “[r]ising rates and magnitudes of warming and other changes in the climate system, accompanied by ocean acidification, [that] increase the risk of severe, pervasive and in some cases irreversible detrimental impacts”? (p. 13) How does the Green Paper enable us to recalibrate higher education around solutions to mass extinctions, food (in)security, unequal or limited access to natural resources and water, health problems, and population displacement? Is there an alternative use-value for higher education that refuses its reduction to exchange?

How does the Green paper enable us to re-think higher education for both adaptation and mitigation, as “complementary strategies for reducing and managing the risks of climate change.” (p. 17) Crucially, the IPCC Synthesis Report states that

Adaptation planning and implementation at all levels of governance are contingent on societal values, objectives and risk perceptions (high confidence). Recognition of diverse interests, circumstances, social-cultural contexts and expectations can benefit decision-making processes. Indigenous, local and traditional knowledge systems and practices, including indigenous peoples’ holistic view of community and environment, are a major resource for adapting to climate change, but these have not been used consistently in existing adaptation efforts. Integrating such forms of knowledge with existing practices increases the effectiveness of adaptation. (p. 19)

Given the Government’s decisions to cut funding for domestic energy efficiency, to withdraw support for the Green Sky project (on green fuels), and to ditch engagement in carbon capture and storage projects, this is no surprise. In fact, Benny Peiser, writing in The Spectator, injects some hegemonic realism in stating that “This voluntary agreement also removes the mad rush into unrealistic decarbonisation policies that are both economically and politically unsustainable.”

NOTE the use of “mad” as derogatory, uneconomic, marginalised, and othered.

Here the IPCC offer some points of departure that might form directional demands.

Many adaptation and mitigation options can help address climate change, but no single option is sufficient by itself. Effective implementation depends on policies and cooperation at all scales and can be enhanced through integrated responses that link adaptation and mitigation with other societal objectives. (p. 26)

Adaptation and mitigation responses are underpinned by common enabling factors. These include effective institutions and governance, innovation and investments in environmentally sound technologies and infrastructure, sustainable livelihoods and behavioural and lifestyle choices. (p. 26

Here, educational options are framed as potential approaches for managing the risks of climate change through adaptation. These include: awareness raising & integrating [awareness] into education; gender equity in education; extension services; sharing indigenous, traditional & local knowledge; participatory action research & social learning; knowledge-sharing & learning platforms. (p. 27) But where are the potential spaces for such activities in a Green paper that is situated to deliver productivity gains through learning gain and teaching excellence, driven by intensity of activity?

The Green Paper offers us little then, in term of shaping educational behaviours and cultures that might influence energy use and associated emissions with a high mitigation potential. It’s obsession with capital and human intensity that change consumption patterns and emissions through complementary technological and structural changes. I think this is the root of my refusal to engage. The anxiety over my “No”. The reality that I need to say “no”. That my saying and my doing should be something other than their political theatre.

it seems that the panopticon is about to be extended across the whole academic hierarchy with the introduction of ‘faculty dashboards’. These are tools which allow data on each academic to be collated into an individual profile showing publications, citations, research grants and awards won. It can be updated daily by the head of department, dean or vice-chancellor. Norms can be established, and of course, extended year-on-year. They may be changed, according to strategic priorities beyond the control, or indeed the value set, of academics.

Academic Analytics’ unique “flower chart” affords the viewer a visualization of the overall productivity of the faculty within a given academic discipline. Variables on different scales (per capita, per grant dollar, per publication, etc.) and measuring different areas of scholarly productivity can be viewed simultaneously on a single comparative scale based on national benchmarks for the discipline. This powerful graphic facilitates rapid identification of the strongest and weakest areas in a given academic discipline on your campus.

Considering research more specifically, Hazelkorn notes a number of implications arising from the use of league tables, performance indicators and quantitative measures. The central problem identified here is that academic quality is a complex notion that cannot easily be reduced to quantification – the use of proxy variables runs the risk of misrepresenting the qualities of research contributions and may lead to unintended consequences. She contests that there is considerable difficulty obtaining meaningful indicators and comparative data (nationally and internationally), and that the adoption of rankings serves to embed a metrics culture and to down-weight features of research or teaching quality that cannot easily be captured with numbers. This is a perspective echoed by the European Commission’s expert group on research assessment: “Unintended consequences can occur when indicators are taken in isolation and simple correlations are made. This may include overconcentrating on research, favouring particular disciplines of allocating resources and realigning priorities to match indicators.

Further, the use of such indicators is felt by many to risk reinforcing a hierarchical system of institutions that may lead to simplistic comparisons. Such comparisons are hard to justify when aggregate scores show statistically insignificant differences – indeed, an over-emphasis on a small set of indicators risks encouraging perverse behaviour within and across institutions. Comparisons between institutions may lead to an unhelpful focus on the ‘top’ universities worldwide and foster a narrow definition of excellence; such a focus is not likely to be relevant to the institutional goals of universities, where the balance of research and teaching, the geographical focus and disciplinary distinctiveness may vary considerably.

in any situation where decisions are being made using metric data, how a subject discipline performs in relation to that data will be a critical issue for its potential fate. On the one hand, subject disciplines evolve according to an ‘inner logic’ relating to an audience of subject specialists, but they also develop as an adaptation to external audiences, including policy-makers, etc, some of which are keen to shape universities in the light of metric data.

… at the cutting edge of neo-liberal public policy, universities are no longer being subject to governance by market proxies, they are being marketised directly and metric data is part of the process by which the market in higher education is brought into being.

… Where [] discursive knowledge is aligned with the understandings of elite publics, no particular problem of credibility arises. However, where a discipline has an aspiration to engage with less powerfully placed publics, then a different issue of credibility arises, precisely that of our credibility because we represent a challenge to the certainties of neo-liberal orthodoxies and are witnesses to the consequences of the widening social inequalities with which they are associated.

You know you’re in trouble when the discourse turns to ‘journeys’ and ‘destinations’, but it gets worse. Although the government’s Education Evaluation fact sheet constitutes a total failure of logic, it displays a discursive masterstroke, with a chaining of ‘learning outcomes’, ‘performance data’, ‘accountability’, ‘interventions’, and then serving the whole salad up as a solution to ‘social mobility’. And [this] re-designates universities as mere factories for the production of labour inputs…

The excellence intensification of academic labour is shaped by three aspects (p. 32): teaching quality (TEF); learning environment [which demands that universities open themselves up to part-privatisation for the service redesign and workforce efficiencies of the Treasury’s Productivity Plan]; and student outcomes and learning gain [data]. This is Holmwood’s Academia as big data project amplified by human capital intensity, alongside the incorporation of ‘new common metrics on engagement with study (including teaching intensity) and learning gain, once they are sufficiently robust and available on a comparable basis’. This is not just the excellence intensity of work, but the intensity of motivation to work. It is also the shaming of those who do not enhance ‘Student commitment to learning – including appropriate pedagogical approaches’, or ‘Teaching intensity – measures might include time spent studying, as measured in the UK Engagement Surveys, proportion of total staff time spent on teaching’ (p. 32).

It is important students have information about the composition of the course, including contact hours, to help them make informed choices about the course they choose to study. The [Competition and Markets Authority] identified this as being material information likely to be required by the Consumer Protection Regulations, and as part of the payment, service delivery and performance information required to be provided pre-contract under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations. (p. 32)

In order to avoid metricide, or the inability to financialise positive outputs/outcomes because of poor data, competition will compel universities to drive down on staff working conditions, including new workload arrangements and increased surveillance of teaching, research and administration. As Andrew McGettigan has noted ‘if you work in HE, then pay bargaining is going to be a dismal business for the foreseeable.’

We are therefore pushed towards the acceptance of further state-sponsored privatisation of HE. This is not re-imagining the university through learning, teaching or pedagogy, but an unmaking of the university in the name of service redesign, workforce restructuring/efficiency and global, high-tech enterprise. This is HE deterritorialised for productivity, so that only those [academics, students, institutions] ‘that innovate and present a more compelling value proposition to students will be able to increase their share’ (p. 54). As a result what emerges from the Green Paper is an assault on collective work: the collective work of students unions; and of the collective work of students and staff as academic labour. Instead we are forced into asymmetrical relationship to the reality of our fetishized and rugged individualism in the market.

against teaching intensity

My reading of the Higher Education Green paper sits alongside that of the Universities and Colleges Union, with its highlighting of the critical absence of staff inside education policy. My reading emerges against the UK Treasury’s Productivity Plan, Fixing the foundations: Creating a more prosperous nation, which stresses the important of human capital intensity. This is a key theme that underpins the Green Paper, and is a central site of potential refusal by academics and students, with pedagogic engagement as a point of departure. My reading is then situated through recent work on social reproduction and the crisis of sociability that is enforced through the hegemony of marketization and financialisation, and which is realised as exploited and alienated academic labour.

Whilst the sector has been used as a means to enforce primitive accumulation, for instance in international markets, it is also being structurally adjusted through the processes of real subsumption. There are vanguards of academics and students who have already experienced and refused these processes and to whom we might listen in becoming our own moments of refusal. In the process we might refuse to compromise with the Government in its measurement and monitoring of academic labour and in its reduction of teaching to ideas of excellence intensity that quantify the classroom. This is a reframing of the Green Paper in the broader, social context of refusal.


ONE. A note on productivity and the loss of time

Marx saw important interrelationships between the production of surplus-value and the length of the working day, the intensity of labour, and productivity (the productiveness of labour).

[W]e have seen that the relative magnitudes of surplus-value and of price of labour-power are determined by three circumstances; (1) the length of the working-day, or the extensive magnitude of labour; (2) the normal intensity of labour, its intensive magnitude, whereby a given quantity of labour is expended in a given time; (3) the productiveness of labour, whereby the same quantum of labour yields, in a given time, a greater or less quantum of product, dependent on the degree of development in the conditions of production.

Here the management and intensity of work-time and free-time become a key terrain of struggle between Capital and Labour. However, the struggle is itself re-shaped by both competition and the stimulation of new, tradable needs and desires, which push the forces of production and the relations of production into tension. This underscores the tensions that emerge from Marx’s ‘Contribution to the Critique of Political Economy’:

At a certain stage of development, the material productive forces of society come into conflict with the existing relations of production or — this merely expresses the same thing in legal terms — with the property relations within the framework of which they have operated hitherto. From forms of development of the productive forces these relations turn into their fetters.

In Capital, Marx described these tensions in terms of: first, ‘enforcing economy in each individual business’; and second

by its anarchical system of competition, the most outrageous squandering of labour-power and of the social means of production, not to mention the creation of a vast number of employments, at present indispensable, but in themselves superfluous.

Much of our toil is superfluous to the purpose of meeting our basic needs. Instead we are compelled to generate an ever-expanding range of services or products, and to chase them into new terrains or markets. As wasteful is the realisation that we aim to become more productive in the hope that we will have more free time, and yet the system colonises and co-opts that free time, and enforces yet more productivity. We are subjected to increasing levels of excellence intensity of labour across our working lives. And this intensity of labour underscores the desperate search for surplus-value and its materialisation as profit. As a result, Marx argued that we witness how

In capitalist society spare time is acquired for one class by converting the whole life-time of the masses into labour time.


TWO. The Treasury, human capital and productivity

HM Treasury of the UK Government have attempted to re-frame the struggle between the material, productive forces of society and the existing relations of production, through its productivity plan: Fixing the foundations: Creating a more prosperous nation. The Plan centres productivity and intensified work on an ideological terrain that situates our means of reproducing society or our social relationships, solely through work. All of life is our duty to capitalist work.

Productivity is the challenge of our time. It is what makes nations stronger, and families richer.

The drivers of productivity are well understood: a dynamic, open enterprising economy supported by long-term public and private investment in infrastructure, skills and science. A nation flourishes when it uses the full skills of all its people in all parts of that nation. (p. 1)

The Productivity Plan is central to an analysis of the HE Green Paper, which situates higher learning through human capital theory. This is a critical insight flowing from Andrew McGettigan’s work on The Treasury View of HE: Variable Human Capital Investment, which sees ‘undergraduate study as a stratified, unequal, positional good dominating future opportunities and outcomes.’ Thus, the Treasury argue (p. 8) that

Our excellent university sector cannot be kept competitive, and open to all who can benefit, unless we make hard choices about funding.

These hard choices are foregrounded here as the Teaching Excellence Framework [TEF] ‘to sharpen incentives for providing an outstanding education to students’, and also increased competition from new entrants to the HE market to ‘deliver better value for money’.

Investment is an essential part of raising productivity. In today’s economy that is not simply a matter of increasing the stock of machines, equipment and essential physical infrastructure but also, crucially, the development of human and intellectual capital. (p. 15)

The TEF is therefore a critical moment of real subsumption that intensifies academic activities, in terms of how the curriculum is structured and delivered, and how it is monitored. The TEF ‘will inform student decision-making, continue to support a high average wage premium for graduates and ensure that students’ hard-won qualifications keep their value over time’ (p. 28). Thus, as John Holmwood argues for the Green Paper, we might note that the Plan ‘represents the familiar neo-liberal package of de-regulation via markets together with strong central direction’, which reinvents work/Academia itself ‘increasingly [as] a ‘Big Data’ project’. In the case of Academia the contexts for this project are now both teaching and research.

In terms of readjusting the relations of production, the Plan hollows out a space to be governed by a modern competition toolkit and the active choices of consumers.

Competitive markets are fundamental to fostering productivity growth. They compel firms to be more efficient and innovative, allow new businesses to enter markets and ensure that the best firms grow (p. 59).

During the last Parliament, the government created the independent Competition and Markets Authority [CMA], bringing existing competition authorities into a more streamlined body and modernising the competition toolkit. The government’s role is to ensure that the regime continues to be amongst the best in the world… to ensure that consumer enforcement capability effectively supports competition and better regulation objectives (p. 60).

The disruption of cultural norms that have been negotiated over time is central to this approach. The Plan’s digital-determinism (and the re-focusing on Digital Transformation) sits at the centre of a desire to break-up unproductive positions and to forge industry transformation. In part this is by breaking established labour relations. In part it is situated through transnational engagements between service providers like universities, and service innovators like communications and infrastructure corporations, or financiers like venture capitalists. These new transnational associations, pivoting around enterprise are ‘driving productivity by ensuring that firms continually strive to improve their efficiency and better meet customers’ needs’ (p. 61). The transnational imperatives of such innovations are central to the Plan’s proposals for exports and international markets, but also to ‘further trade liberalisation’, including The Transatlantic Trade and Investment Partnership (TTIP) (p. 67).

Yet, as Holmwood notes for the HE Green Paper, it elides enterprise, active consumption and growth, whilst ignoring the structuring realities of an economy rooted in precarious employment and debt:

All values are reduced to economic values, but in place of a promise to re-balance the economy, the economy is increasingly directed toward short-term profits and financialisation. Economic inequalities widen, the proportion of ‘graduate jobs’ declines, and the claim that this can help increase social mobility is increasingly hollow.

However, the Treasury view situates these entrepreneurial processes of financialisation and marketization inside the drive for public sector productivity rooted in the needs of employers. Moreover, it ties efficiencies to issues of labour intensity that are shaped by Single Departmental Plans, ‘which will identify key priorities for every department, and will act as a vehicle to link inputs to outputs’ (p. 75). The Plan notes that November’s Spending Review will focus attention on: service redesign and value-for-money; restructuring organisation and workforce; and prioritising technology and data. In part this is a response to a perception of poor decisions ‘about resource allocation across the economy, preventing capital and labour from finding their most productive uses and weighing on productivity growth’ (p. 76). However, it is also a response to ‘the relatively low cost of labour since the crisis [that] may have led firms to substitute away from investment, reducing the effective amount of capital workers can use and thus reducing productivity’ (p. 76).

The Plan places universities squarely in the frontline of this restructuring around service redesign, workforce, and technology/data. Here the key is productivity that emerges from a freeing up of the market, so that capital and labour can flow between sectors or across sectors, and so that new associations of capitals or businesses emerge. Here service redesign is a function of HE providers working in partnership with hedge funds, publishers, technology corporations, and so on, so that capital can be reallocated. Productivity also emerges from efficiencies that emerge inside and across existing providers, whereby human capital might be reallocated. Critically, for the health of the economy as a whole, the Plan supports

disruptive innovators and ensures competitive pressure on the tail of low productivity firms. This requires an open economy with flexible and competitive markets, where expanding firms can access the labour, land and finance they need (p. 81).

Open intensity. A productive life. Life as work. The new normal.


THREE. Teaching Excellence Intensity

HM Government’s Green Paper, Fulfilling our Potential: Teaching Excellence, Social Mobility and Student Choice, looks to enact the Productivity Plan inside English HE, and roots its proposals as the denial of a history of work on teaching quality and quality enhancement. It collapses the contexts of struggles over: teaching and pedagogy; existing educational inputs and outputs; the idea that students are purchasers, consumers and/or producers; and determinants of value for money that are held by families as purchasers, taxpayers as underwriters, and employers as innovators. These contexts are collapsed onto one ideological terrain that seeks to delegitimise alternative conceptualisations of HE.

The HE Green paper amplifies the roll-out (c.f Stephen Ball) of a specific neoliberal agenda, which has a long ideological lineage, through which the terrain for the marketization of everyday life was prepared. In English HE this is witnessed in the recent history of: the move of universities and HE into the Department for Business, Innovation and Skills; the raising of fees under New Labour; the Browne Review; the ramping-up of fees, and the HE White Paper under the Coalition. These moments normalised the idea of mass HE rooted in active consumer choice and open data, career-ready human capital, and global competition (p. 10). Thus, these moments prepare Academia for short-term productivity fixes that are rooted in bureaucracy, and which demand that students and academics surveil and monitor themselves, in the name of:

the development of a positive work ethic, so that they can contribute more effectively to our efforts to boost the productivity of the UK economy (p. 11).

This is a productivity that is shaped by:

(1) the length of the [academic] working-day, or the extensive magnitude of [academic] labour; (2) the normal intensity of [academic] labour, its intensive magnitude, whereby a given quantity of [academic] labour is expended in a given time; (3) the productiveness of [academic] labour, whereby the same quantum of [academic] labour yields, in a given time, a greater or less quantum of product, dependent on the degree of development in the conditions of [academic] production.

In order to develop the forces of academic production, active consumer choice is central, and this emerges against data about ‘Course quality, teaching intensity and contact hours’ (p. 11). Entrepreneurial intensity is central to this prescription for academic productivity. UCU’s response presents a counter-narrative that teaching is an inclusive, collegial endeavour, and that is enriched through peer-review, and which depends upon the labour conditions of both teachers and students.

Everyone recognises the need for high quality teaching, but unless government places staff at the centre of the process and addresses underlying issues like casualisation, low status of teaching, lack of career progression and lack of funding, the green paper is unlikely to achieve its stated objectives

This focus on the Green paper as an attack on labour rights and conditions of work, designed to drive service redesign and workforce efficiencies, questions whether, as David Kernohan notes, ‘the TEF can become a [] vehicle for a community of interest based around a common idea’, without being centred around academic labour struggles. In particular, this is because academic labour and teaching intensity are rooted in attempts to de-professionalise HE. As UCU note, any TEF will be transplanted onto a fractured terrain.

Temporary contract working is endemic across UK higher education, with 69,000 (43%) out of a total of 161,000 contracted academic staff on non-permanent contracts. Among 40,000 teaching only staff, 29,435 (73%) have non-permanent contracts. These figures do not include the 75,000 so called ‘atypical’ academic staff who are also largely engaged in teaching but who are usually employed only on an as and when basis and have little access to CPD, career development or other scholarship opportunities

These data about teaching excellence intensity might enable conversations about: the precarious, indentured reality of English HE; how tuition fees are spent (p. 12), which discusses the labour costs of the work of students as well as staff, and then re-opens debates about wages for schoolwork; HE as exchange-value and tradable asset, rather than publically- or socially-useful value; changes to behaviour that are grounded in interpretations of projections about future earnings, which are themselves historically-hedged; changes that emerge from inside pedagogic relationships and through the curriculum; and a desire to limit higher learning to data and value-for-money:

The TEF will increase students’ understanding of what they are getting for their money and improve the value they derive from their investment, protecting the interest of the taxpayer who supports the system through provision of student loans. It should also provide better signalling for employers as to which providers they can trust to produce highly skilled graduates. (pp. 12-13)

This is the proposed structural adjustment of HE to meet the needs of the Treasury’s Productivity Plan.

Information about the quality of teaching is also vital to UK productivity. In an increasingly globalised world, the highest returns go to the individuals and economies with the highest skills. However, the absence of information about the quality of courses, subjects covered and skills gained makes it difficult for employers to identify and recruit graduates with the right level of skills and harder for providers to know how to develop and improve their courses. (p. 19)

TEF should also prove a good deal for employers and the taxpayer. The aim is to improve the teaching that students receive, which in turn should increase their productivity and help them secure better jobs and careers. It should enable employers to make more informed choices about the graduates they recruit… With higher returns, more graduates will be able to pay back more of their loans, reducing the amount that needs to be subsidised by the taxpayer in the longer term. This is on top of the benefits to taxpayers from having a stronger economy powered by a higher skilled workforce. (p. 21)

This is the excellence intensification of academic labour rooted in a restructuring of the relations of production through explicit connections to active consumer choice and a functioning competition and markets authority (p. 27), which can ensure that the HE terrain is opened-up for trade liberalisation and the TTIP. As Datta has argued, TTIP is pivotal because it protects access to the market for corporations operating across borders. Moreover, the UK Government has made no reservations to the application of these protections in education, and indeed the coupling of the Green Paper and the Productivity Plan to TTIP mean that ‘the experiment in the market operation of the higher education sector could potentially be irreversible’.

The last leaked draft of TTIP is expressed as applying to services which are performed commercially. In an education market which is characterised by a mixed economy of both privately and publicly funded, profit-making and non-profit making institutions, education services are likely to be treated as within the scope of the TTIP treaty.

The excellence intensification of academic labour is shaped by three aspects (p. 32): teaching quality (TEF); learning environment [which demands that universities open themselves up to part-privatisation for the service redesign and workforce efficiencies of the Productivity Plan]; and student outcomes and learning gain [data]. This is Holmwood’s Academia as big data project amplified by human capital intensity, alongside the incorporation of ‘new common metrics on engagement with study (including teaching intensity) and learning gain, once they are sufficiently robust and available on a comparable basis’. This is not just the excellence intensity of work, but the intensity of motivation to work. It is also the shaming of those who do not enhance ‘Student commitment to learning – including appropriate pedagogical approaches’, or ‘Teaching intensity – measures might include time spent studying, as measured in the UK Engagement Surveys, proportion of total staff time spent on teaching’ (p. 32).

It is important students have information about the composition of the course, including contact hours, to help them make informed choices about the course they choose to study. The CMA identified this as being material information likely to be required by the Consumer Protection Regulations, and as part of the payment, service delivery and performance information required to be provided pre-contract under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations. FOUR. Value-for-money: there is no alternative.

This policy space is further constrained by money, and in particular cash-flow forecasts and the need to generate operating and investment surpluses. As noted by HEFCE in its Financial health of the higher education sector, 2014-15 to 2017-18 forecasts ‘relatively small changes in key assumptions can have a significant impact on an HEI’s ability to generate surpluses’ (p. 1). This shifting terrain of short-term signals being shaped by active consumer choice and competition is overlain onto a

trend of falling liquidity (cash) and increasing sector borrowing… The sector expects its liquid funds to fall from £7.7 billion as at 31 July 2014 to £5.0 billion as at 31 July 2018, equivalent to 67 days of expenditure; the lowest level reported since 31 July 2006. At the same time, the sector expects borrowing to increase from £6.7 billion at the end of July 2014 to £9.2 billion at the end of July 2018, by which time the sector would be in a net debt position of £4.1 billion. The trend of increasing borrowing and reducing liquidity is unsustainable in the long term. (p. 2)

Crucially, the Financial Health report notes that as ‘charities, HE institutions are obligated to ensure that they remain sustainable and do not expose themselves to undue risk. Strong liquidity is particularly important given the level of uncertainty and risk that currently exist in the sector’ (p. 2). Yet as McGettigan notes, the corporate forms of English universities and their relation to finance capital have been continually questioned.

In 2013, a government report on HE as an export suggested that universities should consider whether charitable status (and ‘objects’) had outlived its usefulness. [He quotes]

Although this [charitable status] model has many strengths, it does not lend itself to rapid growth. The governance structures and obligations of charities, or of bodies of similarly ancient pedigree established by Royal Charter or equivalent instruments, were not designed to grow rapidly, or to run a network across the world.

This trails the Green Paper’s questioning of the governance arrangements of universities so that they better reflect business needs (p. 68), and which then enable engagement with venture capital. This potentially connects to HEFCE’s argument that ‘forecasts assume that the capital markets continue to have confidence in the sector, which depends upon their risk assessments of the sector and individual HEIs’ (p. 3), and the Green paper’s focus on weak or low-quality providers exiting the market, in order that the sector can leverage confidence and finance. As McGettigan notes elsewhere, the real significance of the Green Paper may turn on the proposed changes to the corporate form and governance structures of universities, by enabling private and venture capital to establish associations or joint ventures. Through governance and corporate form, the relations of production across the sector are to be recalibrated, so that teaching excellence intensity can be normalised. Thus, HEFCE’s warning (p. 26) that ‘The reduction in cash balances, the increase in borrowings, and the increasing volatility of income streams point to an increase in finance risk’, folds pedagogic practices and the framing of teaching excellence inside a wider struggle over the financial viability of the sector and of academic labour.


FIVE. What is to be done?

Martin McQuillan asks:

is there any voice today that has the political credibility and intellectual capacity to offer an alternative vision for universities in England? Will one emerge from within the sector? University leaders should not be distracted by the shiny new bauble of achieving Level 4 TEF status. As custodians of our universities they need to think about what is best for higher education in England. Is it really the end of the post-war dispensation of public institutions and public service and the opening up of those institutions to global equity capital? There is a choice to be made here and it is a more profound one than our next mobile phone provider.

Responses from UniversitiesUK, and groups like Million+ and the Russell Group would suggest forms of compromise. Equally, the inability of groups like the Association of National Teaching Fellows to reconcile student work as a form of academic labour that might have points of solidarity with the work of academics, means that notionally professional groups are unable to confront the crisis of social reproduction that is the enclosure and marketization of HE. Moreover, as Kernohan and McQuillan note, the Green Paper either targets managers in the performance management of staff through the data-driven normalisation of practice, or it enforces structural adjustment inside institutions so that more students can be recruited and taught more efficiently. Hence we witness the abundance of technological innovations designed to reproduce the learning environment as a precursor for the restructuring that will be required in order to deliver learning gain. Here is the terrain over which collectivised teaching excellence will be lost to individuated teaching intensity.

The most meaningful questions emerge from the labour movement, from specific student groups, or from academic associations that attempt to make concrete the lived reality of Government reforms, for instance in terms of student debt or academic precarity.

Bringing in experts, we ask: what are income-contingent loans, who profits from your debt, how does the experience of having debt affect student wellbeing and life chances, and in what ways do fear of debt and the types of loans that are sold to students perpetuate inequalities? We also hear from activists on how debt can be resisted and how we can move from the idea of individual responsibility to collective action.

The document’s logic has “students” at the heart of the system. If and only if those students can afford to pay higher fees, study full-time, and what they want is what employers want.

And in a terrain that is described fiscally, where money is the critical and universal reference point for academic value that is itself immanent to future earnings, it becomes difficult if not impossible to imagine, as Emran Mian argues, ‘that university teachers can choose how to influence these metrics positively, in dialogue with other subject specialists.’ The political economics are increasingly loaded against academic labour in its relationship with institutional managers who, as McQuillan argues elsewhere, are invoking a disciplinary framework designed to break collective bargaining and collective working arrangements. Moreover, even if, as Mian notes, ‘university teachers take the lead on talking and responding to their students – they’re much closer, if you like, to the critical market-moving information’, it is unclear how such depoliticised talking will trump the governing power of performance metrics that militate against the messy and complex realities of the delivery of the curriculum. It is particularly unclear how this will play-out in the face of the reproduction of an increasingly precariously employed, efficiency-scarred, technologized and redesigned academic labour force. As a result, such talking risks becoming a form of hedging against the quantified curriculum, rather than emerging over time through classroom relationships. In any case, those relationships will be increasingly and intensively squeezed by managers gaming the TEF.


SIX. On the crisis of academic sociability

There is increasing emphasis being placed on the global crisis of sociability that is Capital’s inability to re-establish stable forms of accumulation. This crisis is one of social reproduction that amplifies and exacerbates the worst excesses of the market.

  • It is witnessed through the frame of care-based work, which enables individuals to be reproduced or to get some of their physical needs met (childcare, housework, and so on), by outsourcing it to family members or employees, so that wage-earners can return to the market each day to sell their labour. This work of care is gendered and racialized.
  • It is witnessed through increasingly precarious employment, the assault on social security, State repression of marginalised groups, unaffordable rents, mental health crises, lack of access to basic amenities including water and healthcare, and disciplinary policing.
  • It is witnessed in the rise of companies purportedly involved in the sharing economy like Uber, AirBnB, TaskRabbit and Postmates, which enable a digital transformation of sectors of the economy whilst failing to provide any form of social security or employment rights.
  • It is witnessed in the inability of indebted individuals and States to lift externally-imposed capital controls, and in the profusion of anti-labour trades union legislation.
  • It is witnessed in the increasing failure of the curriculum across the globe to respond to its racialized nature, leading to academic struggles like #rhodesmustfall, #millionstudentmarch and #whyismycurriculumwhite. In large part these struggles are fuelled by the indignation of students of colour against the on-going colonial condition of the university as an export strategy for specific hegemonies.

This is the separation of workers from their means of subsistence or reproduction, or the increasingly precarious state of that separation, which legitimises particular voices, such as those promoting intensity/productivity/excellence. Keir Milburn argues that this ‘subordinates you to a timing and framing determined by someone else’s strategy’.

As Devi Sacchetto argues, this applies transnationally because ‘The geography of production is now organized in different areas depending on the kind of commodities that are produced and on the lead and sub-contracting firms’. Thus, it applies across HE because the university is being reconstituted as the producer of commodities rather than relationships and practices, in-part through changes to its corporate form and governance that usher in new joint ventures.

In response to the generalised (non-HE) crisis of sociability, there has been a call for the social strike, as a means of generating alternative political actions rooted in solidarity across social relationships. Such actions connect society and the factory through the critique of social conditions that tend to immiserate.

Overcoming the limits of present forms of organization means to cut across the artificial division between labour and social struggles, and to bring organization on a transnational level, coming to terms once for all with the fact that the national level of action is by now clearly insufficient to build an effective power. Labor and social struggles must find a common political ground of connection.

This is increasingly live because, as Alisa Del Re notes:

In Europe the reproduction of individuals is subject to a continuous fluctuation between “social” and “private.” The social is the space of direct manipulation, organized by laws, public expenditures, customs, and moral rules that crush the individual’s ability to desire. The private is coarsely idealized as the space of freedom, but in most cases it reveals itself as the dominion of neglect, misery, frustration, powerlessness, and loneliness.

It becomes important to ask how we might ‘organize vulnerability and turn it into political action’ on a scale large enough to enable new relations of social reproduction that respond less to the market and transnational prescriptions of what market freedom entails. Such a reimagining would focus upon a social reproduction that was rooted in equality between different human bodies, rather than being rooted in the equality of data flows. Such a reimagining has to find spaces inside the university, but increasingly it has to hear and propagate those alternatives that emerge beyond, in social centres or on the Commons, or in responses to austerity.

Thus, a critical response to the HE Green Paper is

making the new conditions visible, disrupting the circulation of capital and directly socialising, collectivising and communising our social relations, reproduction and struggles… Most obviously this involves striking (or otherwise acting) in ways that maximise feelings of collectivity and enhance general levels of sociability.

A social strike is a strike that occurs on multiple terrains and spaces. By this I mean it’s a strike that is not confined to one workplace, sector or locality. It’s not enacted by a single homogeneous subject but by a multitude of different subjects. It allows some fluidity in changing from one identity to another, say from worker to mother to student and back again. It isn’t defined by the singular identity of worker, a worker that is always a worker regardless of the multiple other demands from other ‘roles’. After all work is omnipresent, it continues long after we leave our official places of work, we work as producers but also we work on the other side of the relationship, as consumers, as clients and service providers. The social strike offers the possibility of building up relationships of solidarity, communication, knowledge, and shared culture, and in doing so recognising their importance in twenty-first century class formation. To be able to strike today means we cannot strike on only one terrain. To disrupt the flow of capital  we need to block all of its avenues – both metaphorically and literally.

Thus, working to situate the restructuring of HE against other social strikes and directional demands, forms one means of pushing-back against the ideas of teaching excellence intensification and of staff/students reduced to human capital. Such moments of solidarity are intentionally counter-hegemonic and would highlight how so much of social [academic] reproduction is predicated on voluntary, unwaged labour, such as that enacted in the home or by students, or by precariously employed labour. Such moments of solidarity would be rooted in specific, social and directional demands grounded potentially in the liberation of free time beyond teaching or study intensity, or in the idea of debt-free education, or in a re-focusing of education on collective well-being, or in harnessing education to global emergencies like climate change. They would need to connect, in Bue Rübner Hansen’s terms, academics and students to ‘[a] constitutive heterogeneity of the exploited and expropriated populations of the world’, which recognises ‘the self-organization and composition of differences and particularly of different strategies of life and survival.’

In these terms, common struggle is critical in refusing the precepts of the Green Paper. Such common struggled would join with those who are calling for refusal of TTIP, beyond education and in terms of other social goods like healthcare. It would connect intergenerational refusals of debt and indenture, which are shackling families with debt so that they become competitive rather than co-operative. It would connect with others who are precariously employed, in order to work-up moments of refusal and negation, and to demonstrate alternatives. Critically, Hansen notes, this is predicated upon collective work.

the practical task of class composition – which is necessary for posing the problem of the abolition of the proletarian condition concretely instead of remaining stuck in mutual competition and abstract hope – consists in developing collective strategies of life and survival which either combine, supplement or make superfluous individualized forms of reproduction.

Here academics and students have a central role because

theory, considered as a part of such movements, is the active effort to disseminate strategies of combination and struggle, and of elaborating commons and transversal points of connection between different struggles. Taking seriously the fact that resistances and networks of solidarity preexist irruptions of open struggle means to go beyond the faith in spontaneity. This entails an ethics of militant, embedded research, knowledge production, and popular pedagogy, which proceeds through practices of collectively mapping of the possibilities of composition, and reflections on how to connect and extend networks of trust and solidarity. It implies sharing tools of organizing and tactics of struggle, taking measure of the rumors and whispers, and engaging in small struggles in ways that can help them transform fear and mistrust into courage and solidarity.

As Marx argued in the Instructions for the Delegates of the Provisional General Council of the First International, this implies aiding ‘every social and political movement tending in that [same] direction’.

It is impossible to reconcile the central conditions of the Green Paper and the Productivity Plan to non-marketised/financialised pedagogic relationships. This is the prescribed direction of travel that frames the classroom economically though relations of production that subjugate people, as human capital that can be made productive through discipline.

Discipline is basically the mechanism of power by which we come to exert control in the social body right down to the finest elements, by which we succeed in grabbing hold of the social atoms themselves, which is to say individuals. Techniques for the individualization of power. How to supervise [surveiller] someone, how to control his conduct, his behavior, his aptitudes, how to intensify his performance, multiply his capacities, how to put him in a place where he will be most useful: this is what I mean by discipline.

Revealing the increased disciplining of social reproduction reveals the crisis of sociability that infects HE, and yet it also offers directions for alternatives. At issue is how to connect opposition to teaching intensity and learning gain, to rent strikes and labour relations/rights inside the University (including those of students), alongside the fight for living wages and pension rights for professional services staff, and then beyond to the complex and heterogeneous global struggles for liberation. This means that ‘a lot of things need to be changed on the ground in order for a massive economic and political transformation to be possible’ (Steven Shaviro). But we have to begin somewhere.
